About The Position

The Permanent Supportive Housing Manager is responsible for leading and growing Orangewood Foundation’s Permanent Supportive Housing program. This includes supervising team members, working with local stakeholders such as Housing Authorities and Property Managers to ensure site-specific needs are addressed. This position also includes managing and developing the Housing Aftercare Program. Requirements

  • Master’s degree preferred, OR a bachelor’s degree with 8-10 years of related work experience. Preferred fields of study include: Psychology, Human Services, Sociology, Social Work, Education, Criminal Justice, or a related degree.
  • Minimum of 3 years of supervisory experience
  • 2-3 years of experience providing support to young adults who have experienced housing insecurity and homelessness.
  • Demonstrated understanding and experience in providing or managing Cal-AIM (California Advancing and Innovating Medi-Cal) services, particularly regarding Community Supports.
  • Experience with crisis intervention/de-escalation techniques.
  • Skilled in managing multiple programs and/or competing priorities.
  • Ability to manage and resolve crises and deploy resources as needed.
  • Exhibits independence, decisiveness, and responsibility.
  • Ability to establish operational objectives and delegate appropriately.
  • Demonstrates ability to manage grants and develop programming.
  • Demonstrate a proficient understanding of Trauma Informed Care
  • Demonstrate ability to work well under pressure.
  • Ability and flexibility to work in a high crisis, fast paced environment.
  • Adept at coaching and mentoring staff to perform at their best.
  • Ability to receive and implement feedback.
  • Excellent verbal and written communication skills.
  • Proficient in Microsoft Office Suite.
  • Understanding of and passion for the Foundation’s mission, vision, and values.
  • Enjoys working directly with youth, volunteers, community partners, etc.
  • Passion for and enjoys working directly with TAY population.
  • Some evening hours are required; may also need weekend hours coverage.
  • Position will require use of personal vehicle.
  • Possess a valid California driver’s license and proof of automobile insurance. Position requires DMV clearance.
  • Pre-employment screenings include criminal background check, FBI/DOJ fingerprinting, TB test, drug screen, and previous employment verification.

Responsibilities

  • Hire, supervise, and coach program staff to meet the needs of the young adults and monitor progress in achieving programmatic objectives.
  • Manage and develop the Housing Aftercare Program to ensure long-term stability for young adults who have exited the program.
  • In partnership with the Program Director of Housing, support the development and implementation of program strategies that expand Permanent Supportive Housing opportunities and align with organizational housing expansion goals.
  • Coordinate with local Housing Authorities and property managers to maintain housing stability and address site-specific needs.
  • Navigate challenging social and legal systems to advocate for young adults who require additional support to understand and access complex community resources.
  • Lead and evaluate staff to ensure program quality and development while maintaining the fidelity of organizational policies.
  • Monitor program performance using data systems to track housing stability, service engagement, and long-term outcomes. Use data to inform continuous quality improvement and reporting.
  • Ensure program operations align with applicable funding requirements (e.g., HUD, CoC, PBV) and stay informed on policy changes impacting housing access and eligibility.
  • Provide guidance and be available to respond to crises as needed, including after-hours on-call response to emergency situations.
  • Work within established budgets and manage program expenses in collaboration with the Director.
  • Actively participate in grant management and additional duties as assigned by the direct supervisor.
