About The Position

The Permanency Planning Placement Supervisor is responsible for the supervision, leadership, and oversight of Placement Social Workers who coordinate and secure appropriate placements and services for children and youth in foster care. This position ensures timely placement identification, placement stability, service coordination, educational stability, and permanency outcomes for children involved in the child welfare system. The supervisor oversees a team of Placement Social Workers and works collaboratively with foster families, congregate care providers, behavioral health providers, Managed Care Organizations (MCOs), legal partners, educational systems, community agencies, and internal Child Welfare teams to ensure children are placed in the least restrictive, most appropriate setting to meet their individual needs. This position provides oversight of placement-related activities associated with the Every Student Succeeds Act (ESSA), ensuring educational stability for children and youth in foster care. Responsibilities include: Monitoring compliance with federal and state ESSA requirements Supporting school-of-origin decisions Collaborating with local education agencies and school systems Addressing transportation barriers Promoting educational continuity and positive academic outcomes for children in care The Permanency Planning Placement Supervisor serves as a key leader in developing placement resources, strengthening community partnerships, and coordinating interdisciplinary efforts to support children with complex behavioral health, mental health, educational, medical, and permanency needs. This position requires extensive knowledge of Child Protective Services, Foster Care Services, Permanency Planning, Behavioral Health Systems, Medicaid-funded services, Managed Care Organizations (MCOs), educational stability requirements under ESSA, and placement resources available to children and families. The Permanency Planning Placement Supervisor will also participate in a rotating schedule to provide after-hours placement supervision.

Requirements

  • Bachelor's degree
  • Three years of job-related experience
  • Valid Driver's License and "safe" driving record
  • Equivalent education and experience are accepted
  • Extensive knowledge of Child Protective Services, Foster Care Services, Permanency Planning, Behavioral Health Systems, Medicaid-funded services, Managed Care Organizations (MCOs), educational stability requirements under ESSA, and placement resources available to children and families.
  • Extensive knowledge of child welfare systems, including Child Protective Services, Foster Care, Permanency Planning, placement stability, trauma-informed care, behavioral health services, and federal and state regulations
  • Strong understanding of child and adolescent development, family-centered practice models, Medicaid and Managed Care Organization (MCO) systems, and residential treatment resources
  • Demonstrated leadership skills in staff supervision, case consultation, crisis intervention, problem-solving, program development, and data-driven decision-making
  • Ability to build and maintain collaborative relationships with internal and external stakeholders while effectively facilitating interdisciplinary teamwork and navigating complex service systems
  • Proven capacity to manage multiple priorities, support staff through challenging situations, promote innovation, and lead system improvement efforts that enhance placement stability and permanency outcomes
