About The Position

The Performance Manager is appointed by, and serves at the pleasure of, the Governor. The successful candidate will possess the core competencies, skills, and passion to further performance management and data-driven decisionmaking within the Moore-Miller Administration. This position sits within the Executive Office of Governor Wes Moore, within the Governor’s Office of Performance Improvement.

Requirements

  • Possession of a bachelor’s degree from an accredited college or university.
  • At least three (3) years of experience as a Policy Analyst, Research Assistant, or in a similar role, preferably in a government or political setting.
  • Candidates may substitute 4 additional years of experience as defined above for the education requirement.

Nice To Haves

  • Experience in performance management, strategic planning, data analytics, and/or public administration.
  • Familiarity and/or experience with performance improvement and continuous improvement methodologies and practices.
  • Experience working within or closely with government agencies or large institutions is highly preferred.
  • Exceptional interpersonal skills with a proven ability to facilitate meetings, build consensus, and navigate complex organizational environments.
  • Excellent planning and organizational skills, and the ability to multitask.
  • Experience meeting multiple deadlines—both short- and long-term—prioritizing tasks and managing time effectively.
  • Excellent written and verbal communication skills.
  • Stellar attention to detail.
  • Ability to handle sensitive and confidential information with discretion.

Responsibilities

  • Leading on the development of, preparation for, and execution of Performance Cabinets on key Moore-Miller Administration priorities.
  • Guiding executive branch agencies through performance management and continuous improvement processes on priority efforts to better deliver for Maryland residents.
  • Drafting data and performance management analyses – summarizing relevant trends and highlighting data points that are illustrative of key questions, concerns, or otherwise pertinent information.
  • Identifying existing challenges (e.g. bottlenecks) in a program or workstream and breaking it into components that can be addressed and generating deliverables to support next steps (e.g. process maps).
  • Collaborating with subject matter experts across government to draw out insights about programs, workstreams, initiatives, etc. and support the creation of reports and presentations that clearly communicate such insights and learnings.
  • Drafting and managing broader review processes of key reports, case studies, and other work products.
  • Problem-solving data collection and quality challenges with agencies.
  • Contributing to capacity building efforts for agencies and programming for the Performance Improvement Council.
  • Preparing briefing materials and other written materials for Governor’s Office staff, and developing other related content for briefings to internal and external stakeholders.
  • Serving as the key point of contact for the Governor’s Office of Performance Improvement’s work with the Department of Budget and Management.
