About The Position

The Government Programs - Performance Excellence Consultant Sr is responsible for managing the evaluation, planning, and implementation of initiatives and projects within Advocate Health’s Centers for Medicare & Medicaid Services (CMS) and the Centers for Medicare and Medicaid Innovations (CMMI) Government Programs. This includes managing six Medicare Shared Savings Program Accountable Care Organizations (MSSP ACO), two Accountable Care Organization Realizing Equity, Access, and Community Health (ACO REACH), Bundled Payments for Care Improvement-Advanced (BPCI-Advanced), GUIDE Dementia Care Model, and any additional CMS/CMMI opportunities or programming. The role involves leading interdisciplinary project teams that are strategically aligned with the business needs of Enterprise Population Health.

Requirements

  • Master's degree (MBA, MPH, MHA) or equivalent work experience in Healthcare
  • 3-5+ years of experience with healthcare operations, managed care or value-based care payment models, ACOs, Bundled payments, innovative incentive models.
  • Knowledge and mastery of one or more process improvement methodologies such as Lean, Six Sigma, A3, Design Thinking, Model for Improvement etc.
  • Track record of designing, implementing, and evaluating initiatives and projects that result in a measurable improvement to meet organizational goals.
  • Working knowledge of financial analyses, cost accounting, and reimbursement methods.
  • Demonstrated ability to work and function in a complex corporate system environment with matrixed reporting relationships.
  • Excellent written and verbal communication skills and the ability to communicate effectively with all levels of the organization in order to collaborate with team members, management, executives, and other organizations.
  • Skills in designing, implementing and evaluating programs to maximize organizational performance.
  • Excellent analytical, quantitative, and qualitative skills to facilitate effective decision-making.
  • Ability to identify and solve problems creatively, to work within deadlines with high attention to detail, and to work independently in a fast-paced, dynamic environment.
  • Experience in quality/process improvement, project management or design thinking.

Responsibilities

  • Responsible for the deployment of multi-year improvement initiatives related to Advocate Health’s Centers for Medicare & Medicaid Services (CMS) and the Centers for Medicare and Medicaid Innovations (CMMI) Government Programs.
  • Provides management support to identify and implement utilization improvement and tactical financial targets that will deliver best in class results compared to national trends.
  • Motivates and directs internal work teams, sets goals, objectives and priorities for outlined strategic initiatives by leading design sessions, monitoring project status, establishing timelines for completion, managing project task dependencies, and coordinating go-lives for key initiatives.
  • Plans, organizes, controls, and evaluates projects from concept phase to implementation.
  • Identifies and includes stakeholders within individual project needs and ensures communication, participation, and approvals by stakeholders when necessary.
  • Serves as primary interface with key stakeholders on tasks, deliverables and issues regarding the Government Programs initiatives.
  • Prepares key performance measures and develops baseline measures to track and monitor pre- and post- improvement initiatives and project implementations.
  • Responsible for effectively communicating outcomes both internally and externally, including reporting of project outcomes to leadership teams and stakeholders.
  • For executive level reporting, creates concise summaries of key report conclusions and translates analyses and visualizations into understandable, practical, and actionable recommendations.
  • Partner with technology, operations, and analytics teams to develop and implement robust workflow structures to ensure projects critical success metrics are met.
  • Partner with business owners and key stakeholder to establish and implement sustainability plans for successful operational transformation.
  • Assumes responsibility for maintaining current knowledge of government regulations, policies, and trends that affect the health care industry, and independently conducts online research to access documents, pertinent regulations or evidenced based protocol to deliver ideas around improvement initiatives.
