About The Position

Reporting to the Chief Business Intelligence Officer, the Performance Analytics Director provides strategic leadership across performance measurement and analytical support to sub-region partners. A core function of this role is serving as an embedded analytics resource for community-based organizations and other partners executing RHTP-funded projects, equipping them with the data tools, reporting frameworks, and analytical guidance needed to measure and communicate their impact. This role manages a team of Performance Analysts, each bringing subject matter expertise in clinical care, behavioral health, or community-based organization operations, and is responsible for building and sustaining a high-functioning, insight-driven performance function. The Performance Analytics Director oversees reporting, grounds governance bodies, planning teams, and sub-region partners in rigorous performance metrics while driving local engagement, ensuring active sub-region participation in analytics deliverables. This is a role that connects the rigor of performance data with the relationship management needed to turn insights into action on the ground.

Requirements

  • Bachelor's degree in Data Analytics, Data Science, Public Health, Health Administration, Business Analytics, or a related field.
  • Minimum of 7-10 years of experience in health care, community health, or program coordination, preferably in a rural health or regional network setting.
  • Demonstrated experience translating complex data findings for non-technical audiences and building analytical capacity within partner or community-based organizations.
  • Strong organizational and project management skills with the ability to manage multiple deliverables and deadlines across sub-regions.
  • Experience coordinating data collection activities and working with diverse data sources including public health, hospital, and social care data.
  • Excellent written and verbal communication skills; ability to translate complex program requirements for diverse audiences.
  • Proficiency in Microsoft Office Suite (Word, MS Excel, PowerPoint, Teams).

Responsibilities

  • Lead, develop, and manage a team of Performance Analysts, fostering a culture of subject matter expertise, analytical rigor, initiative, and actionable insight.
  • Supervise and support assigned staff and shared team members, providing day-to-day guidance, workload coordination and performance oversight to ensure effective delivery across all sub-region activities.
  • Provide strategic direction for the design and evolution of performance tracking frameworks, KPIs, and baseline reporting across all sub-regions.
  • Collaborate with the Manager of Analytics on dashboards and reporting tools, ensuring outputs go beyond data display to provide narrative context, programmatic interpretation, and actionable implications for governance bodies and planning teams.
  • Serve as the primary analytics resource for sub-region partners, supporting data needs and analytical capacity for partner-executed projects.
  • Deploy and follow up on provider assessments, identify technical assistance needs, and track completion rates across partner organizations.
  • Participate in workgroups and assessments to ensure sub-region context is reflected in measurement frameworks.
  • Design and administer surveys and data collection tools in support of community engagement activities led by the Planning team.
  • Facilitate access to county-level data sources and coordinate data access and data sharing agreements with public health, hospital, and social care partners.
  • Coordinate workflow mapping, referral pathway design, and data sharing discussions with clinical, operational, and IT partners.
  • Proactively monitor performance data across sub-regions to identify variation from expected trajectories.
  • Conduct root cause analysis to diagnose drivers of underperformance.
  • Recommend targeted interventions to planning and partner teams.
  • Validate improvement impact by tracking pre- and post-intervention data.
  • Support grant compliance reporting with evidence-based documentation.
  • Support workforce, financial, and implementation planning by coordinating local data collection and tracking analytic deliverable completion, reporting timelines, and data quality across sub-regions.
  • Present performance findings and data insights at governance meetings, planning convenings, and partner forums, providing the analytical foundation for strategic discussions and ensuring performance data informs organizational decision-making.
