About The Position

This vacancy is for Performance Analysts within the HMPPS Performance Unit, part of the Prison, Probation, Reoffending & Performance Data & Statistics Division. The roles are available in the Prison Performance Team and the Cross Cutting Performance Team. The Analysis Directorate is passionate about improving justice outcomes through innovative research, data, and analysis, providing high-quality data and analysis to ensure strategic, policy, finance, corporate, and operational decisions are based on robust evidence. The Analysis Directorate is a multi-disciplinary team of around 300 staff providing analytical support across a diverse agenda in a dynamic and fast-paced context. Requirements

  • Existing Civil Servant employees or employees of accredited non-departmental public bodies (NDPBs).
  • Numerate degree or a degree with an analytical, statistical or research element, with a 2:2 or above, or a higher degree (e.g. MSc, PhD).
  • Alternatively, significant experience evidencing use of data and/or analytical skills (outside of a part-completed Civil Service degree apprenticeship).
  • Good written and verbal communication with the ability to explain complex data and analytical concepts to non-technical audiences.
  • Interpersonal skills, with the ability to build relationships with stakeholders at different levels.
  • Strong analytical ability - in particular robust data skills and good working knowledge of quantitative and qualitative methodologies.
  • Good organisational skills, with the ability to plan your time out, deliver at pace, manage competing priorities, and ensure deadlines are met.
  • Excellent problem-solving skills, with the ability to develop solutions to analytical questions.
  • Strong skills in using Microsoft Excel.

Nice To Haves

  • Experience of working within prison or probation operations.
  • Coding and data visualisation experience.
  • Experience in R, SQL and/or PowerBI.
  • Experience of presenting to stakeholders, preferably of analysis.
  • Knowledge of the statistics code of practice.

Responsibilities

  • Support performance reporting to HMPPS Leadership Team and Agency Board.
  • Provide performance analysis and league tables on accommodation and employment outcomes.
  • Provide Ministers and senior stakeholders with insight into performance trends and progress towards the Government's objectives, including the National Plan to End Homelessness.
  • Work closely with policy and operational colleagues, providing advice on data quality, definitions, methodology and interpretation.
  • Support the production and publication of Official Statistics, including the annual Offender Accommodation Outcomes and Offender Employment Outcomes publications.
  • Contribute to the publication of management information on unpaid work delivery and sentence management.
  • Undertake ad hoc analysis to support emerging business needs and priorities.
  • Support the development and maintenance of the Prison Performance Framework, including performance measures, targets and comparator groups.
  • Produce and improve the quarterly Prison Performance Tool Dashboard and associated data visualisation products.
  • Develop and maintain analytical tools and applications, including R Shiny products used within prison performance processes.
  • Work closely with operational and policy colleagues to ensure performance information meets user needs and supports decision-making.
  • Support the delivery of the annual prison moderation and target-setting processes.
  • Provide updates and analysis to senior governance forums, including the Prison Performance Committee and Prison Performance Working Group.
  • Contribute to the production of the annual Prison Performance Ratings Official Statistics publication.
  • Support an ongoing programme of development to ensure the framework remains aligned to HMPPS priorities.
