About The Position

The District of Columbia Government is seeking an Enterprise Resource Planning (ERP) Technical Manager with expertise in PeopleSoft HCM to support the modernization of the District’s Financial and Budget Systems. This role will lead and support the overall PeopleSoft HCM application upgrade and modernization efforts. The incumbent must demonstrate knowledge of both technical development and business process design.

Requirements

• 16+ years of PeopleSoft Technical & Functional combined experience
• 16+ years of Software Development Lifecycle experience
• 16+ years of requirements gathering and documentation
• 16+ years of MS Office/PowerPoint experience
• Overall PeopleSoft HCM modules knowledge
• Strong PeopleSoft Technical lead experience
• Expertise with Oracle SQL
• PeopleSoft PeopleTools Experience - Application Designer, Peoplecode, Application Engine, Integration Broker and others
• PeopleSoft Upgrade Experience
• Prior experience with the development of data extraction, translation and load programs is required.

Nice To Haves

• Experience with integrating ERP systems, including Oracle Cloud, Oracle EBS or PeopleSoft FSCM is highly desired.
• Understand Budgeting and Position Management in a State and Local government environment.
• Prior knowledge of the District’s existing financial system, SOAR, is highly desired.
• Experience with U.S. Federal installation of PeopleSoft is highly desired.
• Experience Integrating PeopleSoft HCM with Budgets systems like Hyperion or PeopleSoft Budgets or Oracle Budgets products.

Responsibilities

• Formulates and defines systems scope and objectives based on user needs and a thorough understanding of business systems and industry requirements for customizations.
• Provides subject matter expertise in PeopleSoft Payroll, Commitment Accounting, and Position Management.
• Analyzes business and user needs, documents requirements, and translates them into system specifications.
• Consults on complex projects, acting as a top-level contributor/specialist in systems analysis, considering the business implications of technology.
• Develops data extraction, translation, and load programs.
• Leads and supports the overall PeopleSoft HCM application upgrade.
• Supports modernization efforts of the Client Finance and Budgets Systems.
• Demonstrates knowledge of both technical development and business process design.
