PeopleSoft FSCM/HCM Technical Architect
About The Position
Radiant Digital is seeking a PeopleSoft FSCM/HCM Technical Architect with 10+ years of Public Sector Experience to support government agencies. This role involves delivering enterprise-wide technology solutions, operational support, technical analysis, implementation, maintenance, troubleshooting, and production support. The architect will develop and manage strategic technology roadmaps, prepare executive-level presentations, lead technical project management initiatives for the CAPPS Program, interpret contractual requirements, and ensure vendor compliance. Experience in data integration, data quality management, SDLC methodologies, and IT security controls is essential. The position requires hands-on technical experience with PeopleSoft FSCM 9.2 and HCM 9.2, PeopleTools, PeopleCode, Application Designer, SQL, SQR, Application Engine, and Oracle Database 11g and higher. The role also involves supporting CAPPS Central production and deployment activities, IT Service Desk operations (ITIL-based), and managing security controls and user-role administration.
Requirements
- 10+ years of Public Sector Experience directly working for or supporting state government agencies.
- 10+ years of experience supporting client application systems, performing technical analysis, implementation, maintenance, troubleshooting, and production support activities.
- 10+ years of experience developing and managing strategic technology roadmaps.
- 10+ years of experience preparing and delivering executive-level presentations.
- 10+ years of experience leading technical project management initiatives supporting the CAPPS Program.
- 10+ years of experience interpreting contractual requirements and ensuring vendor compliance.
- 10+ years of experience in data integration, data quality management, and SDLC methodologies.
- 10+ years of experience implementing and supporting IT security controls, governance practices, risk management, and compliance initiatives.
- 10+ years of hands-on technical experience with PeopleSoft FSCM 9.2 and HCM 9.2.
- 10+ years of hands-on technical experience with PeopleTools.
- 10+ years of hands-on technical experience with PeopleCode.
- 10+ years of hands-on technical experience with Application Designer.
- 10+ years of hands-on technical experience with SQL.
- 10+ years of hands-on technical experience with SQR.
- 10+ years of hands-on technical experience with Application Engine.
- 10+ years of hands-on technical experience with Oracle Database 11g and higher.

- 8+ years of experience with IT Service Desk operations, including ITIL-based service management processes.
- 5+ years of experience serving in a Security Analyst role.
- 5+ years of experience managing Segregation of Duties (SoD) controls and user-role security administration.

Responsibilities
- Deliver enterprise-wide technology solutions and operational support for government agencies.
- Perform technical analysis, implementation, maintenance, troubleshooting, and production support activities.
- Develop and manage strategic technology roadmaps.
- Prepare and deliver executive-level presentations, including technical recommendations, project updates, risk assessments, and strategic guidance.
- Lead technical project management initiatives supporting the CAPPS Program.
- Interpret contractual requirements, integrate contract provisions into operational processes, and ensure vendor compliance with SLAs and contractual obligations.
- Manage data integration, data quality, and SDLC methodologies.
- Implement and support IT security controls, governance practices, risk management, and compliance initiatives.
- Provide hands-on technical expertise with PeopleSoft FSCM 9.2 and HCM 9.2, PeopleTools, PeopleCode, Application Designer, SQL, SQR, Application Engine, and Oracle Database.
- Support CAPPS Central production and deployment activities.
- Oversee IT Service Desk operations, including incident, problem, and change management.
- Serve in a Security Analyst role, overseeing Managed Service Providers (MSPs), monitoring security compliance, and managing vendor performance.
- Manage Segregation of Duties (SoD) controls and user-role security administration.
