About The Position

The People Operations Manager oversees key human resources operations, including talent acquisition, employee relations, compliance, benefits administration, and employee development. This role ensures regulatory and accreditation compliance while supporting a positive employee experience and advancing the organization's strategic goals.

Requirements

  • Bachelor's degree required.
  • Knowledge of current laws, regulations, trends, resources and information related to Human Resources.
  • Proficient in Microsoft Suite.
  • Time management and organizational skills.
  • Ability to work an open and flexible schedule to meet assigned staff, clients, and program needs, including some holidays, nights and weekends.
  • Ability to maintain healthy emotional and physical boundaries in personal and professional relationships.
  • Ability to work collaboratively in a team environment while managing multiple priorities.
  • Ability to work with sensitivity to the cultural and/or socioeconomic diversity of the agency’s clients and staff.

Nice To Haves

  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred.
  • Three or more years’ experience in a similar role is preferred.
  • Previous experience working with Paycom HRIS preferred.
  • Familiar with CDHS Volume 7 rules and regulations preferred.

Responsibilities

  • Manage the full-cycle recruitment process, including job postings, candidate sourcing, screening, interview coordination, and selection.
  • Oversee pre-employment and onboarding processes, ensuring compliance with legal, regulatory, and organizational requirements.
  • Coordinate employee offboarding activities, including system access termination and retrieval of company property.
  • Serve as a trusted resource for employee relations matters by addressing concerns, providing guidance, and helping resolve workplace issues fairly and effectively.
  • Administer employee benefit programs, support the annual open enrollment process, and resolve complex benefits-related issues requiring discretion and sound judgment.
  • Facilitate employee training and professional development initiatives that support employee engagement, growth, and retention.
  • Maintain accurate and up-to-date personnel files, records, and documentation in compliance with organizational, accreditation, and regulatory requirements.
  • Oversee employee training compliance by tracking required certifications, trainings, and professional development activities.
  • Administer unemployment and workers' compensation programs and make recommendations to mitigate organizational risk and financial exposure.
  • Partner with the Director of People Operations to conduct workplace investigations and resolve complex employee relations matters.
  • Assist with the development, implementation, and communication of HR policies, procedures, and best practices.
  • Support HR reporting, audits, and compliance-related activities as needed.
