About The Position

The City of Milwaukee is seeking a dedicated individual to join the Employes’ Retirement System (ERS) as a Pension Investment Analyst. This role involves conducting due diligence on investment managers and monitoring the performance and compliance of the ERS’s $6.5 billion investment portfolio. The position can be filled at multiple levels (Investments and Financial Services Specialist, Pension Investment Analyst I, II, or III) depending on the candidate's qualifications and the ERS's needs. Eligible candidates will be placed on the highest-level eligible list for which they qualify.

Requirements

  • For Investments and Financial Services Specialist: Bachelor’s degree in finance, economics, or a closely related field from an accredited college or university attained or expected by June 2027.
  • For Investments and Financial Services Specialist: At least three college classes must be related to investments OR Chartered Financial Analyst (CFA) Level I Candidate.
  • For Investments and Financial Services Specialist: Equivalent combination of education and experience may be considered; an internship in the investment field could be substituted for up to two investment related classes.
  • For Pension Investment Analyst I-II-III: Bachelor’s degree in finance, economics, accounting, or a closely related field from an accredited college or university.
  • For Pension Investment Analyst I: Two years of progressively responsible experience performing duties related to analyzing investments, financial, and quantitative information and preparing written summary reports of findings.
  • For Pension Investment Analyst II: Three years of progressively responsible experience performing duties related to analyzing investments, financial, and quantitative information and preparing written summary reports of findings.
  • For Pension Investment Analyst II: Successful completion of Level 1 of the Chartered Financial Analyst (CFA) Program at the time of appointment.
  • For Pension Investment Analyst III: Four years of progressively responsible experience performing duties related to analyzing investments, financial, and quantitative information and preparing written summary reports of findings.
  • For Pension Investment Analyst III: Successful completion of Level 2 of the Chartered Financial Analyst (CFA) Program at the time of appointment.
  • Equivalent combination of education and experience may be considered for Pension Investment Analyst levels, but no substitution is allowed for CFA Program requirements.

Nice To Haves

  • Chartered Financial Analyst (CFA) Designation, or progression toward earning the CFA Charter.
  • Experience developing and preparing written summaries of investment findings.
  • Experience utilizing spreadsheets and presentation software.

Responsibilities

  • Conduct due diligence on investment managers, monitoring and examining their performance, holdings, risk level, and guideline compliance.
  • Review and evaluate investment manager performance, develop appropriate recommendations, and prepare reports.
  • Conduct in-person investment management due diligence and attend institutional investment-specific training and conferences.
  • Analyze the investment portfolio, portfolio strategy, and potential strategy changes.
  • Analyze individual investment managers and/or asset classes such as equity, fixed income, real estate, hedge funds, and private equity.
  • Advise the Deputy Chief Investment Officer and Chief Investment Officer.
  • Assist in answering inquiries and requests from the ERS Board, Investment Committee, or other organizations.
  • Ensure ERS management and the ERS Annuity and Pension Board are provided with necessary information and analysis for investment-related decision-making.
  • Prepare reports for management, the ERS Annuity and Pension Board, and its committees regarding investment matters, research results, and special projects.
  • Execute and manage special projects related to the investment portfolio.
  • Prepare quantitative analysis with respect to investment-related issues.
  • Provide financial analytical support for the payment of fees and the financial accounting and budgeting of investments.
  • Work with the Custodian to monitor cash balances, coordinate rebalancing transactions, and reconcile investment manager quarterly statements.
