About The Position

The PDS PMO Governance & Quality Lead is a strategic leadership position within the PDS Americas PMO responsible for the dual mandate of (1) establishing, embedding, and sustaining commercial governance frameworks that protect JLL’s risk and reward position across the Americas project portfolio, and (2) driving the Quality & Continuous Improvement (Q&CI) program that ensures consistent, measurable service delivery excellence across all PDS markets. This role consolidates two previously separate PMO pillars — Commercial Governance and Quality & Continuous Improvement — into a single, integrated leadership function. The individual in this role will be the connective tissue between upstream risk and governance processes and the downstream monitoring, compliance, and improvement cycles that follow project delivery. They will partner closely with Operations, Finance, Legal, Learning & Development, and Market leadership to build sustainable systems that are both rigorous and practical.

Requirements

  • Bachelor’s Degree in Architecture, Engineering, Construction Management, Business Administration, or a related field.
  • Demonstrated experience in project management, process implementation, or structured governance operations within a complex, multi-market environment.
  • Strong understanding of commercial operations, contract structures, and risk management principles in the context of project delivery services.
  • Proven track record developing and implementing quality frameworks, governance programs, or continuous improvement initiatives.
  • Excellent verbal and written communication skills; ability to translate complex operational data into clear leadership narratives and actionable recommendations.
  • Strong interpersonal skills with demonstrated ability to work effectively across organizational levels, including executive stakeholders.
  • Highly organized with strong analytical skills; ability to synthesize results and produce data-driven recommendations.
  • Ability to multi-task, manage competing priorities, and work both independently and collaboratively in a fast-paced, team environment.
  • Flexibility with work hours; overnight travel required (approximately 25–50% during peak workload periods).

Nice To Haves

  • Experience in Finance Business Partnering or FP&A; financial fluency relative to P&L drivers in a professional services or real estate context.
  • Familiarity with PDS systems, tools, and reporting platforms (e.g., project management platforms, BI tools, quality management systems).
  • Demonstrated ability to influence without direct authority across a matrixed, geographically dispersed organization.
  • PMP, Six Sigma, or equivalent quality/process certification a plus.

Responsibilities

  • Oversee the review and approval process for PDS Americas opportunities, assessing commercial, legal, and operational parameters to ensure an appropriate balance of risk and reward for JLL.
  • Develop and maintain standardized governance structures, workflows, policies, and procedures across Americas markets, in alignment with PMO and Operations leadership.
  • Support MSA negotiations and collaborate with Solutions Development teams during contract discussions; review and support the creation of compelling commercial models and value propositions in competitive bid situations.
  • Ensure appropriate stakeholders are alerted and engaged to provide guidance and support in complex negotiations and dispute resolution situations.
  • Establish and maintain KPI monitoring systems that provide enhanced visibility into risk exposure and governance compliance across the Americas project portfolio.
  • Identify and disseminate lessons learned from project delivery and best practices across Americas-wide delivery teams; foster a continuous improvement culture in partnership with the Q&CI function.
  • Facilitate both the Variable Deal Evaluation Committee (Variable DEC) and the Dedicated Deal Evaluation Committee (Dedicated DEC) — the two forums through which JLL PDS opportunities are reviewed and approved by PDS Leadership prior to advancing client pursuits.
  • Oversee the proper application of the Variable Rate Card by Dedicated teams.
  • Lead the implementation and ongoing management of the PDS Quality Management Program, measuring and reporting compliance with systems, processes, procedures, and service standards.
  • Coordinate and distribute quality scores, metrics, and KPIs to Markets and dynamic work teams; use data to drive accountability and identify improvement opportunities.
  • Act as the primary resource for project teams seeking guidance and assistance on quality initiatives, new processes, and compliance requirements.
  • Design and implement sustainable continuous improvement processes; support the vetting and rollout of new quality initiatives and implementation strategies.
  • Collaborate with the Learning & Development team to develop training strategies and materials that support quality control initiatives and staff capability-building.
  • Create presentation materials for communications, leadership reporting, and stakeholder vetting sessions.
  • Align and coordinate with other PMO functions — including Technology, Business Intelligence, Transitions, and Shared Services — on cross-functional quality and process improvements.
  • Maintain and update the PMO risk register; assist in assessments of identified risks, applicable existing protocols, business areas potentially impacted, and key stakeholders.
  • Support the development of mitigation strategy materials and communications with stakeholders and leadership toward sustainable solutions.
  • Partner with Finance to establish efficient reporting systems to track project progress, risks, and performance metrics.
  • Regularly review and update risk management practices to adapt to changing market conditions and evolving project complexities.
  • Serve as a cross-functional partner and subject matter expert to Market leaders, Operations, Finance, Legal, and the broader PMO team.
  • Participate in leadership reporting cycles, providing clear and concise governance and quality performance updates to senior stakeholders including the PMO Director, Americas Operations Lead, and Global PDS COO.
  • Facilitate knowledge sharing between account teams and operational units to ensure seamless integration of commercial and delivery considerations.
  • Contribute to broader PMO strategic initiatives and organizational effectiveness efforts as directed.
