Visit www.palcofirst.com to explore opportunities. The Payroll Tax Manager oversees the payroll tax function and leads the team responsible for daily accounting duties related to program operations. This role provides direction, supervision, and development for staff while ensuring accurate and timely filing of payroll taxes, compliance with federal and state regulations, and strong alignment with organizational objectives. The Manager also plays a key role in designing processes, driving continuous improvement, and supporting department-wide initiatives.

Requirements

  • Bachelor’s degree in a business-related discipline preferred; Accounting major strongly preferred.
  • Minimum 3 years of experience in bookkeeping, accounting, payroll tax processing, or related field, including staff supervision or leadership responsibilities.
  • Previous experience with the preparation and filing of Forms W-2, W-3, 1099, 1096, 941 and 940 is required.
  • Strong working knowledge of payroll, payroll taxes, general ledgers, and accounting or bookkeeping principles.
  • Proficiency with accounting software, Microsoft Excel, and general computer systems.
  • Ability to apply critical thinking skills, interpret rules, analyze data, draw logical conclusions, and guide others in problem solving.
  • Demonstrated leadership skills, including coaching, delegation, and promoting accountability.
  • Strong communication skills—clear, timely, and effective both verbally and in writing.
  • Self‑starter mindset with the ability to take ownership and drive process excellence.

Responsibilities

  • Supervise payroll tax specialist staff, including workload management, performance coaching, training, and quality oversight.
  • Oversee monthly bookkeeping processes for payroll tax transactions, including reconciliation of general ledger accounts to outside sources such as billing records, tax reports, or bank statements.
  • Guide staff in researching and interpreting state-specific employer and worker tax laws.
  • Develop, implement, and maintain processes that ensure compliance with federal and state payroll tax laws and regulations.
  • Oversee staff responsible for registering Palco with state and federal entities to establish individuals as employers and ensure the company is able to timely file tax and labor reports.
  • Ensure tax accounts remain in good standing for all clients, addressing issues proactively and guiding staff through resolution.
  • Direct the process for establishing individuals as employers of record with state and federal agencies, including monitoring agent appointment letters and tax identification number assignments.
  • Lead research and procedure development for new state-driven processes related to tax reporting.
  • Ensure accurate and timely filing of all tax deposits and reports, including SUTA, state income tax reports and reconciliations, IRS Forms 941 and 940, W‑2, W‑3, 1099, and 1096.
  • Oversee the timely payment of liabilities, including taxes and garnishments.
  • Review and supervise reconciliations of workers’ compensation policies and oversee preparation of information for annual insurance audits.
  • Develop projections for budgetary estimates related to workers’ compensation and other tax-related expenses.
  • Manage and support projects including audits, reviews, year-end closeouts, and tax report preparation.
  • Produce accounting‑related reports as needed.
  • Ensure documentation of relevant accounting procedures and maintain high standards of accuracy and compliance.
  • Recommend and lead improvements to processes and workflows.
  • Conduct and oversee periodic quality reviews of data and staff work.
  • Maintain confidentiality of sensitive information.
