About The Position

Loch Harbour Group, Inc. is seeking an experienced Payroll Operations Support to support payroll operations, finance functions, workforce development initiatives, and process improvement efforts within a U.S. Navy environment supporting NIWC Pacific. This position provides analytical and operational support across finance, workforce readiness, onboarding, manpower reporting, and organizational process improvement activities. The ideal candidate will possess strong analytical and customer service skills, the ability to collaborate effectively with Government personnel and cross-functional teams, and experience supporting Navy or federal operations environments. The selected candidate must meet the required labor category qualifications while demonstrating professionalism, responsiveness, and strong interpersonal communication skills. Government accounting or financial management experience is highly desirable, particularly within federal or Navy environments, though many of the operational systems and tools can be trained for the right candidate.

Requirements

Bachelor's Degree in a business or technical field
Minimum of 7 years of experience in one of the following: Engineering/science management, Operations research analysis, Financial/cost analysis
Significant experience supporting U.S. Navy programs or operations
Strong interpersonal, communication, and customer service skills
Ability to work effectively with Government personnel, leadership, and cross-functional teams
Strong analytical, organizational, and problem-solving capabilities
Be knowledgeable of workforce development and training systems of record
Waypoints Defense Acquisition Career Manager (eDACM), DoD Financial Management Certification
Learning Management System Navy eLearning (NeL)
Active Secret Security Clearance (required at time of hire)

Nice To Haves

Government accounting or financial management experience is highly desirable, particularly within federal or Navy environments

Responsibilities

Collect, review, and analyze information in order to make recommendations to the Government.
Define the nature and extent of problems.
Analyze relevant data, which may include annual revenues, employment, cost performance, schedule or expenditures.
Interview managers and employees while observing their operations.
Develop solutions to problems.
In the course of preparing recommendations, understand the nature of the organization, the relationship it has with others in the Government, and its internal organization and culture.
Prepare and solve mathematical models.
Report findings and recommendations to the Government. Reports are usually submitted in writing, but oral presentations regarding findings also are common.
For some projects, management analysts are retained to help implement the suggestions they have made.
