About The Position

We are seeking a detail-oriented Payroll Manager to lead and support payroll operations for a large local municipality. This role oversees a high-performing payroll team responsible for the accurate and timely processing of complex, multi-group payrolls while ensuring compliance with applicable laws and regulations. The Payroll Manager will drive process improvements, maintain strong internal controls, and partner with HR, finance, and operational teams to ensure efficient and reliable payroll services. This position also provides leadership, guidance, and development to payroll staff while maintaining the highest standards of accuracy and accountability.

Requirements

  • Bachelor’s degree from an accredited college or university.
  • 5+ years of progressive payroll experience, to include that of a supervisor/leadership role.

Responsibilities

  • Lead daily payroll operations, ensuring accurate and timely processing for multiple employee groups including full-time, part-time, and seasonal staff.
  • Direct workflow distribution, prioritize deadlines, and support team performance and productivity.
  • Develop, maintain, and improve payroll policies, procedures, and internal controls.
  • Ensure payroll accuracy across production, reporting, taxation, and accounting functions.
  • Monitor payroll data integrity and resolve discrepancies in master and transactional records.
  • Ensure compliance with federal, state, and regulatory payroll requirements.
  • Manage third-party payroll remittances and reconciliation of related accounts.
  • Oversee preparation of required payroll reports including quarterly and annual filings (e.g., tax reporting and year-end forms).
  • Coordinate and execute off-cycle payroll processing as needed.
  • Serve as the key liaison for payroll system support and issue resolution.
  • Prepare documentation and respond to internal and external audit requests.
  • Recruit, coach, develop, and evaluate payroll staff while fostering a strong team environment.
  • Review and prepare documentation related to payroll information requests.
  • Perform additional duties as needed to support payroll operations.
