About The Position

Onondaga Community College (OCC) is seeking a Payroll Coordinator to join its Human Resources management team. This management/confidential role is responsible for administering the wage and salary system, managing employee records, and ensuring all legal and tax compliance for payroll processing. Reporting to the Vice President of Human Resources, the Payroll Coordinator will supervise the payroll team to ensure accurate biweekly payroll processing. This position requires maintaining up-to-date knowledge of applicable laws, regulations, OCC policies, collective bargaining agreements, civil service provisions, and requirements from the Department of Labor, IRS, Affordable Care Act, and financial internal controls.

Requirements

  • Bachelor's degree from an accredited college, university, or foreign equivalency in an appropriate field.
  • Minimum of three years of broad and comprehensive payroll experience.
  • Demonstrated proficiency in HRIS records management systems, spreadsheets, word processing, and database software.
  • Demonstrated skill in customer-friendly continuous process improvement.
  • Ability to organize, prioritize, and track assignments and tasks within tight deadlines.
  • Ability to retrieve, analyze, and interpret data for reporting.
  • Working knowledge of principles, practices, and trends in human resources and payroll, especially in a higher education setting.
  • Extensive knowledge of employment laws and practices, civil service, and collective bargaining agreements.
  • Thorough knowledge of relevant state and federal laws, especially tax regulations.
  • Demonstrated verbal and written communication skills.
  • Ability to remain calm under pressure during emergencies while directing an essential college unit.

Nice To Haves

  • Experience with Ellucian Colleague or Banner.
  • Master's degree in Business Administration (MBA) from an accredited college, university, or foreign equivalency.
  • Payroll experience in a higher education setting.
  • Member of the American Payroll Association (APA).
  • Certified Payroll Professional (CPP).
  • Bilingual in English and Spanish (or English and another language).

Responsibilities

  • Oversee day-to-day payroll operations using HRIS record management systems for accurate and efficient biweekly payroll processing.
  • Process submission and internal audit of periodic and quarterly income tax, wage reconciliations, W-2s, and 1095-Cs.
  • Research and present recommendations for payroll success.
  • Utilize Informer writing software for report generation for legal and financial analysis.
  • Configure the Data Analytics Platform for IPEDS reporting.
  • Plan, improve, and direct payroll functions in coordination with HR administration, including process and procedure development.
  • Maintain high visibility and accessibility to meet employee needs with trust and respect.
  • Manage the payroll process, including time approval, data entry, auditing, and generation of payroll-related payments (e.g., garnishments, benefit deductions).
  • Investigate payroll processing issues to ensure accuracy and compliance.
  • Collaborate and communicate with other departments and campus constituents regarding payroll processes, schedules, and deadlines.
  • Provide confidential support for contract negotiations and labor relations.
  • Assist with policy and procedure development.
  • Assist in the administration and implementation of other HR programs and services.
  • Support position management and control functions, collaborating with Financial Services to harmonize payroll-affiliated ledger accounts.
  • Support employee benefit functions, including maintenance of retirement system information, benefit deduction codes, and leave time accruals.
  • Maintain current knowledge of tax law and best practices in payroll administration.
  • Supervise the Payroll Clerk.
  • Perform other duties as assigned.
