About The Position

The Payroll & Benefits Manager is responsible for the accurate, compliant, and timely administration of payroll and employee benefits for Noveon Magnetics across hourly production and salaried staff. This role owns end-to-end payroll processing (including multi-shift and overtime calculations typical of a manufacturing environment), benefits plan administration and open enrollment, leave administration, and related compliance and reporting. The position requires strong attention to detail, discretion with confidential data, and the ability to partner closely with HR, Finance, and outside vendors (payroll provider, benefits brokers, carriers).

Requirements

  • Bachelor's degree in Accounting, Finance, Human Resources, or related field; equivalent experience considered.
  • 4+ years of payroll experience and 2+ years of benefits administration experience, ideally in a manufacturing or multi-shift environment.
  • Working knowledge of FLSA, Texas wage and hour law, and payroll tax requirements.
  • Experience with payroll/HRIS platforms (e.g., ADP, UKG, Paycor, or similar) and strong Excel skills.
  • High degree of accuracy, discretion, and comfort handling confidential compensation and health data.
  • Strong vendor management skills, with experience working directly with benefits brokers and carriers.
  • Clear, patient communication style suited to explaining pay and benefits to a diverse hourly workforce.

  • CPP (Certified Payroll Professional) or CEBS designation preferred.
  • Bilingual (English/Spanish) preferred.

Responsibilities

  • Processing accurate, on-time payroll on a recurring cycle for hourly (multi-shift) and salaried employees, including overtime, shift differentials, and incentive pay.
  • Maintaining payroll system data integrity, including new hires, terminations, pay changes, garnishments, and tax withholding elections.
  • Reconciling payroll prior to submission and resolve discrepancies with timekeeping, production supervisors, and HR.
  • Administering time and attendance systems, including time clock exceptions common in a production environment (shift punches, missed clocks, PTO usage).
  • Ensuring compliance with applicable federal and state wage and hour law, including FLSA overtime rules, final pay requirements, and payroll tax filings.
  • Administering employee benefits programs, including medical, dental, vision, life, disability, and 401(k)/retirement plans.
  • Leading annual open enrollment, including employee communications, vendor coordination, and enrollment data accuracy.
  • Serving as the primary point of contact for benefits questions, claims escalation, and eligibility issues for employees and dependents.
  • Administering COBRA notifications, elections, and billing for departing employees, coordinating with the HR Manager on offboarding timing.
  • Reconciling monthly benefits invoices against enrollment records and resolving billing discrepancies with carriers/brokers.
  • Managing leave administration (FMLA, state-specific leave considerations, short/long-term disability, workers' compensation wage coordination) in partnership with the HR Manager.
  • Managing the workers' compensation claims process, including filing, carrier coordination, and return-to-work coordination, partnering with EHS on incident details and the HR Manager on conduct-related matters.
  • Coordinating benefit payments across short/long-term disability, workers' compensation, and payroll — ensuring regular pay is correctly adjusted or suspended when wage-replacement benefits begin, applying any employer offset or top-up policy, and reconciling amounts to prevent overpayment or underpayment.
  • Preparing and submitting required payroll and benefits filings and reports (e.g., 401(k) census, ACA reporting, workers' comp payroll reporting, unemployment claims responses).
  • Maintaining payroll and benefits records in compliance with recordkeeping requirements and support internal/external audits.
  • Building and maintaining documented payroll controls (approvals, system access, exception reporting, and periodic data validation) to support SOX and audit readiness.
  • Partnering with Finance, Legal, and the VP of HR/People on applicable payroll disclosure requirements.
  • Maintaining confidentiality and secure handling of sensitive payroll, benefits, and medical/leave data, including HIPAA privacy obligations tied to group health plan administration.
  • Producing payroll and benefits cost reporting and trend analysis (overtime spend, benefits utilization, premium trends) for the HR Manager, VP of HR/People, and Finance.
  • Identifying and implementing process improvements to increase payroll accuracy and efficiency as headcount grows.
