About The Position

The Payroll and Compliance Manager is responsible for managing TechnoServe's payroll function, ensuring accurate and timely processing of payroll for US and expatriate staff. This role also oversees the corporate insurance program, incident reporting, and governance tracking. The Payroll and Compliance Manager supports risk management activities, prepares payroll-related data for processing by the accounting team, and collaborates with senior management to develop and implement strategies that support the organization's overall goals.

Requirements

• Bachelor's degree plus 7 years of relevant payroll experience or Master's degree plus 5 years of relevant experience
• Experience with workforce management software platforms or payroll management system required. (UKG payroll experience preferred)
• Strong knowledge of payroll processing for non-profit organizations operating internationally
• Proficiency with Google Workspace, and the MS Office suite
• Ability to manage complex issues, develop innovative solutions, and execute projects ensuring high-quality deliverables
• Demonstrated ability to collaborate with senior management and provide strategic insights and recommendations
• Excellent organizational skills with keen attention to detail
• Strong interpersonal and communication skills

Responsibilities

• Process semi-monthly payroll for 100-200 US and expatriate staff accurately and timely, ensuring compliance with TNS policies and procedures
• Ensure compliance with time policy for all employees paid from the US office
• Review and audit payroll records, resolving discrepancies promptly in collaboration with HR and accounting teams
• Compile and prepare payroll data for processing and posting in the accounting system, and assist with the reconciliation of payroll liabilities.
• Coordinate with HR and Finance managers across the organization to continuously improve the payroll process and provide insights and recommendations based on payroll data analysis
• Ensure timely filing of quarterly and year-end reporting, including W-2, 941, and tax deposits
• Maintain thorough knowledge of payroll regulations across multiple states and coordinate with relevant agencies
• Complete and maintain up-to-date payroll-related state registrations and filings
• Work with payroll provider to resolve all payroll tax notices in a timely manner
• Assist in the preparation of 990 payroll and regulatory filings
• Assist in preparation of audit schedules and supporting documentation for donor and statutory audits
• Assist in the reconciliation of global payroll clearing accounts
• Recommend and maintain up-to-date payroll policies and procedures
• Administer the corporate insurance program, overseeing the timely annual renewal process and maintaining an inventory of country-level insurance programs
• Serve as the main liaison with TechnoServe's global insurance broker for corporate and country-specific policies
• Maintain and oversee an incident reporting tracking mechanism, coordinating needed support
• Collaborate with country teams to address and resolve insurance-related challenges
• Ensure the annual workers compensation premium audit is completed
• Maintain and enhance the Country Compliance Database system for corporate and local entity governance documentation
• In partnership with the General Counsel, update, and track a comprehensive governance checklist and associated filing system
• Ensure timely completion of mandatory governance actions by working with Country Directors and Controllers
• Maintain up-to-date membership roles for local boards and track meeting schedules
• Establish a tracking mechanism for entity and tax filing deadlines
• Work closely with country teams to proactively identify and address governance issues
• Support the maintenance of TechnoServe's risk policy, asset tracking system and associated tools
• Track action plans associated with risk minimization and mitigation
• Partner with country teams to develop solutions for mitigating identified risks
• Other Ad-hoc assignments as needed
