About The Position

The Division of Finance (DOF) manages and oversees the agency's budget and spending, provides guidance on financial policies, and ensures fiscal compliance with state and federal regulations. This specific role performs critical payroll and analytical accounting functions for VDSS and the Office of Community Services (OCS), working closely with the Payroll Service Bureau (PSB) at the Department of Accounts (DOA) to ensure accurate and timely payroll certification. The position reports directly to the Accounting Manager in the Cost Allocation, Payroll, and Financial Compliance Unit and provides support to various levels of leadership, staff, and external partners.

Requirements

  • Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP).
  • Knowledge of the Commonwealth Accounting Policies and Procedures (CAPP).
  • Experience preparing account reconciliations, updating/maintaining spreadsheets, and creating journal entries.
  • Experience assisting and/or preparing financial reports.
  • Experience with automated financial accounting systems such as Oracle Financials and Cardinal.
  • Proficiency with computer software (MS Office, Excel, Word, and PowerPoint), as well as demonstrated experience to generate, maintain and manipulate reports and spreadsheets.
  • Ability to accurately calculate financial data based on state/federal policies and internal guidelines.
  • Ability to demonstrate teamwork to meet Agency strategic goals and objectives.
  • Ability to communicate effectively, both orally and in writing, with all business professionals, partners, customers, and diverse staff of professional accountants.
  • Demonstrated ability to plan and organize multiple responsibilities and ensure completion of tasks by their due date.

Responsibilities

  • Overseeing payroll duties for both agency 765 (VDSS) and 200 (OCS).
  • Working with the Payroll Service Bureau (PSB) at DOA to ensure payroll is certified accurately and timely.
  • Performing payroll and analytical work related to critical accounting functions.
  • Providing direct support to the Division of Finance leadership and staff, VDSS Executive leadership, agency division directors, program managers and staff, as well as external partners and stakeholders such as the Department of Accounts (DOA) and the Payroll Service Bureau (PSB).
