About The Position

The State of Connecticut, Board of Pardons and Paroles (BOPP) is seeking to hire a Parole Officer 1 to work within its main office in Waterbury, CT. This position is full-time, 40 hours per week, with a first shift schedule, Monday - Friday. The role is based in Waterbury, CT, but officers may be required to travel statewide based on agency needs. This position is classified as a Hazardous Duty position. The Board of Pardons and Paroles is an autonomous State agency supported by the Department of Correction, with the authority to grant pardons and parole for offender reintegration. The BOPP has four units: Hearings Division, Pardons Unit, Interstate Unit, and Revocation Unit, and employees will be assigned to one of these units.

Requirements

Six (6) years of experience in case management or community supervision activities in parole, probation, rehabilitation counseling or social work in a correctional or community setting under the jurisdiction of the Department of Correction or the Criminal Justice System.
Valid Motor Vehicle operator license.
Ability to obtain and maintain certification to carry and use weapons including firearms and chemical agents.
Ability to obtain and maintain NCIC/COLLECT certification.
General good health, free from any disease or injury, which would impair health or usefulness and possess and retain sufficient physical strength, stamina, agility, endurance and visual and auditory acuity required to perform the duties of the class.
Ability to pass a comprehensive medical examination, including a controlled substance screening, upon a conditional offer of employment.

Responsibilities

Conduct interviews at correctional facilities throughout the state, perform risk assessments and present cases to panel members at all parole hearings (Hearings Division).
Conduct investigations and present cases to panel members for all pardon cases (Pardons Unit).
Administratively oversee all incoming and outgoing cases in accordance with the Interstate Compact for Adult Offender Supervision (Interstate Unit).
Conduct all revocation & preliminary hearings during the parole violation process (Revocation Unit).
Perform tasks associated with community supervision, guidance and control of an assigned caseload of offenders.
Conduct preliminary investigations and assist in coordinating and authorizing release of offenders.
Review offender case files; conduct needs assessment and develop a plan for supervision.
Coordinate development of a rehabilitation program for offenders.
Make appropriate referrals to community based programs for necessary treatment and evaluation and monitor offender progress while in treatment.
Monitor offender progress through contacts with work supervisors, family members, law enforcement agencies, community based programs and educational institutions and recommend changes in program.
Investigate violations of parole agreements or other performance difficulties.
Process violations.
Perform difficult or hazardous investigations, make arrests and transport offenders to correctional facilities.
Utilize computerized records system to maintain offenders complex case notes and comprehensive offender file.
Prepare various reports.
Coordinate and/or participate in remand to custody as necessary.
Act as liaison with facility staff, the Board of Pardons and Paroles, law enforcement agencies and the community to ensure continuity of services for offenders.
Perform related duties as required.
Perform tasks associated with the review and preparation of case materials for hearings which are reviewed by the Board of Pardons and Paroles.
Access databases and files from various law enforcement agencies and retrieve data relevant to police reports, pre-sentencing information, participation in rehabilitative programs, disciplinary reports and institutional adjustment.
Verify parole eligibility and discharge dates.
Meet with inmates to discuss parole process.
Coordinate attendance of victims and inmates families at Board of Pardons and Paroles hearings.
Attend hearings, take notes and provide information to Board members regarding case files as requested.
Respond to inquiries from offenders, victims, family members or the public.
Coordinate and/or participate in remands to custody as necessary including out of state remands.
Act as liaison with facility staff, Parole and Community Services, law enforcement agencies and the community to ensure continuity of services for offenders.
