About The Position

Plans, organizes, oversees, coordinates and reviews a comprehensive program for the operation, maintenance, renovation and development of District buildings, parks, aquatics and other recreation facilities, related electrical and mechanical systems, vehicle and equipment fleet, and the development and maintenance of urban forest areas. Participates in long range capital improvement planning; establishes operating policies and procedures for assigned areas of responsibility and as a member of the District management team participates in the development of District policies and services. Develops and administers the annual operating budget for designated areas of responsibility; oversees custodial maintenance of District buildings and facilities; coordinates, oversees and inspects the work of contractors engaged in installation, maintenance and/or repair of the District facility infrastructure and parks; responds to emergencies, requests, complaints and inquiries received from the general public; provides advice and consultation to District management and the Board of Directors relative to areas of responsibility; performs special projects as assigned and other related work as required. This is a mid-management position responsible for planning and directing the work of staff engaged in the maintenance, repair and/or renovation of District buildings, parks, aquatics and other recreational facilities, related electrical and mechanical systems and a fleet of vehicles and park maintenance equipment and for the development and maintenance of District urban forest areas. The position is also responsible for the development and administration of the annual operating budget for assigned areas of responsibility and for assisting in the preparation of the District’s annual operating plan and budget. The incumbent is expected to maintain a continuing awareness of the conditions and maintenance needs of the District and is responsible for planning and coordinating work schedules to minimize the impact on the public.

Requirements

A minimum of four (4) years of increasingly responsible experience in the maintenance, repair, remodel and construction of parks, community buildings and recreation facilities, that includes two (2) years in a management or supervisory position.
Completion of a formal education program, a specialized training program or equivalent experience in parks, building and facility planning, development, construction and maintenance or a related field.
Knowledge of administrative principles and practices, including goal setting, program development, implementation and evaluation.
Knowledge of general principles of risk management related to the functions of the assigned area(s).
Knowledge of principles and practices of effective project management and contract management practices in a public agency setting.
Knowledge of organization and management practices applicable to the development, analysis, and evaluation of programs, policies, and operational needs of delegated functional area(s).
Knowledge of principles and practices of effective supervision, employee training and development, and performance management.
Knowledge of principles and practices of budgeting, record keeping, and effective report writing.
Knowledge of methods of estimating time, labor, materials, and equipment.
Knowledge of principles, practices, tools and materials required for planning, maintenance, repair, renovation and construction of District parks, buildings, aquatics and other recreation facilities.
Knowledge of basic construction and repair methods, including maintenance of electrical and mechanical systems, carpentry, plumbing, painting, welding, and cement work.
Knowledge of modern methods, techniques, materials and safe operation of equipment used for parks, building and facility maintenance and repair.
Knowledge of methods, techniques, tools and operating characteristics of mechanical equipment used in the construction and maintenance of parks, buildings, aquatics and recreation facilities.
Knowledge of applicable federal, state, and local laws, rules, regulations, ordinances, and organizational policies and procedures relevant to areas of responsibility.
Knowledge of modern office practices and procedures, including the use of computers and standard software applications.
Knowledge of good public relations etiquette.
Ability to plan and administer complex and technical park and facility construction, maintenance, repair and related programs; and plan work schedules to minimize impact on facility users.
Ability to plan, organize and supervise fleet maintenance operations, urban forest development and maintenance programs.
Ability to troubleshoot maintenance problems and determine labor, materials and supplies required for repair.
Ability to read and interpret building plans, specifications, schematic diagrams and blueprints.
Ability to analyze operating procedures for functional areas of responsibility and recommend and implement improvements.
Ability to select, train, supervise, motivate and evaluate the work of subordinate staff.
Ability to assess maintenance, repair and construction requirements for functional areas of responsibility; and recommend, prioritize and implement projects to meet those requirements.
Ability to prepare and administer operating budgets for District buildings, parks, aquatics and other recreation facilities and vehicle and equipment fleet maintenance operations and urban forest development and maintenance programs; and administer related procurement activities.
Ability to make sound, independent decisions within established policy and procedural guidelines.
Ability to interpret, apply, explain and ensure compliance with federal, state, and local laws, rules, regulations, policies, and procedures.
Ability to participate in long range capital improvement planning activities as a member of the management team.

A valid class C California Driver’s license and a satisfactory driving record.
A valid class A California Driver’s license with a satisfactory driving record, or ability to obtain the license following appointment to the position.
A current Pool or Aquatic Facility Operator License or ability to obtain the license following appointment to the position.

Responsibilities

Assumes overall responsibility for the maintenance, renovation and repair of District buildings, parks, aquatic and other recreational facilities and a fleet of vehicles and equipment; for the installation, maintenance and repair of mechanical and electrical systems in District parks and facilities; and for the development and management of District Urban Forest programs and activities.
Develops, coordinates and supervises a comprehensive preventive maintenance, repair and replacement program for District parks, buildings, recreational facilities and related systems, urban forest areas and a fleet of vehicles and equipment.
Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned functions and programs; recommends, within District policy, appropriate staffing levels and effective utilization of staff, equipment and materials.
Manages and participates in the development and administration of the annual operating budget for the maintenance and repair of District parks, buildings, aquatics, and other recreational facilities, vehicle and equipment fleet, and urban forest areas; forecasts additional funds needed for staffing, equipment, materials and supplies; and monitors expenditures and recommends and implements adjustments.
Selects, trains, supervises and evaluates assigned personnel and monitors the training of staff on the proper use and safe operation of equipment and materials and accepted methods of performing building, aquatic and other recreational facility maintenance and repair and related projects; and supervises safety programs and safety training to ensure compliance with State and Federal safety regulations.
Develops, recommends and administers operating policies and procedures for designated areas of responsibility to ensure that repair and maintenance, financial, regulatory and legal requirements are met; and participates in the development of District policies and procedures as a member of the District management team.
Inspects District parks, buildings, aquatics and other recreational facilities, and urban forest areas to identify maintenance and construction requirements and potential health and safety hazards.
Plans, prioritizes and schedules construction and maintenance projects under $40,000 in cost for projects upgrading parks and facilities; identifies labor and materials costs; and directs project activities to ensure timely completion.
Develops and administers requests for bids for contracted maintenance, renovation and/or construction services; advertises bid request and coordinates all bid processes; evaluates bids received; recommends bid selection; and administers contracts after award.
Coordinates, oversees and inspects the work of contractors related to system installation and/or repair, building and facility maintenance and/or minor construction and renovation services; ensures that work products and services are compliant with contract provisions, District rules and standards and legal and regulatory requirements.
Participates in long range capital improvement planning and assessment of economic costs for the future development of District parks and facilities.
Responds to emergencies as needed; receives, investigates and responds to complaints and inquiries received from the general public and takes necessary corrective action.
Receives requests for services, prepares time and material cost estimates, evaluates budgetary impact and prioritizes requests within total budgeted funds.
Maintains records of work performed and costs of labor and materials; prepares information for use in the development of work plans, replacement plans and budget development.
Prepares scheduled and ad hoc staff reports for District management and the Board of Directors; ensures timely and accurate development and submission of work, time and payroll records.
Performs special projects and assignments as delegated by the Parks and Facilities Superintendent and may act on behalf of the Superintendent as designated.
