About The Position

Parks & Recreation Supervisor is a professional, supervisory, and administrative position under the direct supervision of the Assistant Director of Parks and Recreation. Under administrative direction, plans, organizes, oversees, coordinates, and reviews the work of staff performing various tasks including difficult and complex technical and administrative support related to all youth and adult programs and activities coordinated by the Department of Parks and Recreation. Further administrative support regarding coordination of aquatic facilities, rental facilities also maintenance and repair of all facilities and open spaces.

  • Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
  • Interpret, apply, explain, and ensure compliance with federal, state, and local laws, rules, regulations, policies, and procedures.
  • Conduct research projects, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports.
  • Speak effectively in public.
  • Effectively represent the department and the City in meetings with governmental agencies; community groups; various businesses, professional, and regulatory organizations and in meetings with individuals.
  • Establish and maintain a variety of filing, recordkeeping, and tracking systems.
  • Operate office equipment and computer applications related to the work.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
  • Make sound, independent decisions within established policy and procedural guidelines.
  • Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines.

  • Bachelor's Degree in Recreation Administration, Leisure Services, Physical Education, Public Health, Program Management, Public Administration, Business Administration or a related field, OR Associate's degree in Recreation Administration, Leisure Services, Physical Education, Public Health, Program Management, Public Administration, Business Administration or a related field AND (4) years of paid full-time work experience in planning, organizing, promoting and supervising a wide variety of program activities or facilities.
  • At time of appointment, a valid Florida Driver’s License with a satisfactory driving record maintained throughout employment.
  • Completion of American Red Cross CPR and AED for Professional Rescuers training within six months of hire and maintain certification throughout employment.

  • Relevant professional certifications will be considered favorably, such as Certified Park and Recreation Executive (CPRE), Certified Parks and Recreational Professional (CPRP), Aquatics Facility Operator (AFO), Certified Playground Safety Inspector (CPSI)

Responsibilities

  • Develops, implements, and evaluates a variety of recreational programs for all ages, through a variety of service delivery methods, including but not limited to: athletics, fitness and wellness, cultural arts, camps, education, special needs, and special events. This includes all aspects including public information, marketing, operating materials and supplies, facilities and room scheduling, staffing, registration, food, beverages, games, prizes, and entertainment.
  • Manages and participates in the development and implementation of goals, objectives, policies, and priorities for department functions and programs; recommends, within Departmental and City policy, appropriate service and staffing levels; recommends and administers policies and procedures.
  • Assumes overall management responsibility for the assigned parks, facilities, and open space functions and activities, including programming, staffing, and maintenance of parks and recreation systems, facilities, and open space areas.
  • Identifies grant opportunities; develops and prepares grant proposals; manages grants.
  • Selects, trains, motivates, and evaluates assigned personnel; works with employees on performance issues; responds to staff questions and concerns; makes discipline recommendations to the Assistant Director.
  • Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and reviews with the Assistant Director; directs the implementation of improvements.
  • Develops and administers policies and procedures such as procedure guidelines, design standards, and standard plans and specifications while ensuring that repair and maintenance, financial, regulatory, and legal requirements are met.
  • Oversees and inspects the work performed by vendors and contractors; ensures that work product is compliant with contract provisions, departmental rules and standards, and legal and regulatory requirements.
  • Prepares, reviews, and completes various reports, for department related documentation and correspondence.
  • Represents the department with other City departments and outside agencies.
  • Provides staff support to Part-time and Full-time employees.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of parks and recreation and/or facilities maintenance and operations; researches emerging products, enhancements, and trends and their applicability to Departmental needs.
  • Receives, investigates, and responds to problems and complaints from citizens, other department representatives, and outside agencies in a professional manner; identifies and reports findings and takes necessary corrective action.
  • Develops, implements, and recommends effective maintenance and safety programs, procedures, and guidelines and conducts periodic inspections.
  • Prepares and manages program budget and grants; projects revenue and expenditures; monitors and tracks expenditures and fees collected; monitors inventory, and purchases authorized supplies and equipment.
  • Responsible for the appropriate training of employees, contracted vendors, volunteers, and other City partners in assigned areas of responsibility; plans and conducts in-service training programs; monitors status of required licenses and certifications; structures the evaluation and professional development of program staff to ensure a high performing team.
