About The Position

The City of Elk Grove is seeking a Parking Enforcement Technician. The ideal candidate will be self-motivated, possess excellent time management, communication, and record-keeping skills with a keen attention to detail. This role requires the ability to exercise discretion within established guidelines, collaborate effectively with internal and external customers, and maintain professional and courteous interactions with the public, demonstrating strong customer service skills. The position is responsible for enforcing city parking laws and ordinances, interacting with the public on enforcement issues, patrolling areas to identify violations and issue citations, and addressing traffic complaints through education and enforcement.

Requirements

  • Completion of the twelfth (12th) grade.
  • Two (2) years of experience in public engagement, community engagement, or administrative or clerical support in a law enforcement capacity.
  • Possession of, or ability to obtain by the time of appointment, an appropriate, valid California driver’s license.
  • Knowledge of general parking operations and parking equipment.
  • Knowledge of applicable laws, rules, and regulations relating to law enforcement records.
  • Knowledge of law enforcement database applications.
  • Knowledge of basic criminal justice system terminology and proceedings.
  • Knowledge of basic geographic layout of the City.
  • Knowledge of applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to parking enforcement and traffic control.
  • Knowledge of techniques for effectively representing the City in contacts with governmental agencies, media groups, community groups, and various business, professional, educational, regulatory, and legislative organizations.
  • Knowledge of recent and on-going developments, current literature, and sources of information related to the operations of the assigned division.
  • Knowledge of methods and techniques of preparing technical and administrative reports, and general business correspondence.
  • Knowledge of City and mandated safety rules, regulations, and protocols.
  • Knowledge of techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
  • Knowledge of diversity, equity, inclusion, and belonging concepts and principles, including their significance in organizational dynamics and the functioning of the City and their impact on fostering innovation and collaboration.
  • Knowledge of the structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
  • Knowledge of current equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
  • Ability to interpret, apply, explain and enforce laws, codes and ordinances related to parking enforcement.
  • Ability to exercise sound judgment within established guidelines and supervisory direction.
  • Ability to analyze situations and determine appropriate course of action.
  • Ability to learn the functions of, and operate a two-way radio, on board license plate recognition system, and an electronic ticket writing system.
  • Ability to observe situations; record and recall pertinent details.
  • Ability to effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.
  • Ability to communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
  • Ability to use tact, initiative, prudence, and independent judgment within general policy, procedural and legal guidelines.

Responsibilities

  • Ensures the safe and efficient flow of traffic by enforcing city parking laws and ordinances, codes, and regulations.
  • Interacts with the public in regard to enforcement issues and general information matters.
  • Monitors and patrols areas to identify any parking violations and issues citations as necessary.
  • Addresses traffic complaints received from the public through education and enforcement.
  • Patrols city streets and parking lot facilities to identify and cite vehicles in violation of parking codes and performs field investigations for parking citation reviews.
  • Responds to parking complaints and inquiries regarding parking enforcement and traffic control activities.
  • Investigates, responds to, and enforces disabled parking placard provisions and issues; identifies and cites vehicles in violation of preferential parking regulations and other violation of parking regulations.
  • Immobilizes vehicles when authorized by the placement of a device on the wheel of the vehicle.
  • Tows vehicles that violate parking laws which allow for vehicle removal.
  • Reports traffic accidents, abandoned vehicles, hazardous vehicles and traffic hazards encountered in the course of work to appropriate divisions in the Police Department and other City departments.
  • Maintains assigned equipment and supplies such as citation books and tire-marking chalk.
  • Operates an on-board license plate recognition camera system and performs minor maintenance.
  • Operates an electronic ticket writing system and a two-way radio, and maintains close communications with dispatching personnel.
  • Maintains records and secures confidential documents; completes pertinent forms and produces reports and other correspondence as necessary.
  • Appears for administrative hearings or court trials; gives testimony as necessary.
  • Attends neighborhood association community and business meetings.
  • Collaborates with other city departments to coordinate traffic and parking regulations.
  • Provides information to the public regarding location of streets, buildings, parking lot facilities and other points of interest during the course of work.
  • Serves as a representative of the City of Elk Grove, building relationships with community members and promoting a positive image.
  • Assists with special events and emergencies as needed, ensuring the safety and flow of traffic during events.
  • Stays up to date on changes in parking and traffic regulations and implement them accordingly.
  • Performs related duties as assigned.
