About The Position

Working under the general supervision of the Captain of Administrative Services and the Lieutenant of Records, a person in this position enforces city, state and county motor vehicle, and parking ordinances, codes and regulations; interacts with the public in regard to enforcement issues and general information matters; services and maintains parking enforcement equipment, such as meters, parking machines and signs; and performs related duties as assigned.

Requirements

  • Graduation from high school or G.E.D. equivalent.
  • Possession of a valid Pennsylvania driver's license and a safe driving record.
  • Applicants are required to undergo and pass a criminal records review and background check prior to employment.

Responsibilities

  • Enforces state, county and city vehicle parking codes, ordinances, practices and procedures pertaining to vehicles and parking
  • Performs routine patrolling of city either on foot or in a vehicle to ensure parking rules and regulations are being observed in permit parking lots, metered parking spaces, no parking zones/lanes and on the street.
  • Carries out assignments with increasing autonomy and accountability using sound judgment within established guidelines and supervisory direction
  • Issues standard citations and warnings with concise and accurate documentation to overtime parking violators. Surrenders ticket book at end of shift to supervisor to facilitate preparation of violation records
  • Chalks tires of vehicles parked in unmetered spaces, records time and return at specified intervals to ticket vehicles remaining in spaces illegally
  • Applies and/or removes vehicle immobilization devices to vehicles that have met the immobilization violation threshold.
  • When called upon, will collect monies (coins) from parking meters in the downtown and courthouse districts.
  • Comprehends and communicates complex verbal and written instructions effectively while maintaining a courteous working relationship with the public, staff and other governmental agencies
  • Educates the public regarding parking regulations and citations, answers general questions from the public regarding geography and other matters. Refers complaints and requests to Supervisor or other departments as warranted.
  • Prepares written reports as necessary, appears and testifies in court and provides written and verbal testimony in administrative hearings.
  • Terminology and techniques to operate two-way radio, maintains equipment, notifies supervisor of malfunction that require repair outside the scope of expertise, identifies curb repainting and signage needs recommending resolutions to supervisor, cleans/gasses vehicles
  • Provides lead direction to less experienced staff.
