About The Position

THIS RECRUITMENT IS TO FILL SEVERAL PART-TIME VACANCIES IN THE PARKS & RECREATION DEPARTMENT. The selection process will consist of a competitive evaluation of qualifications based on a review of the Application and Supplemental Questionnaire; therefore it is to your advantage to provide as much detailed and relevant work experience. SUMMARY: Under general supervision, in support of the Parks and Recreation Department’s operations, supervises parks and open space usage and performs a variety of professional, technical, and maintenance duties in the day-to-day operation of City parks and open spaces including public relations, visitor services, enforcement of park rules and municipal code, natural resource interpretation and protection; and performs related work as required. PRIMARY DUTIES AND RESPONSIBILITIES ESSENTIAL FUNCTIONS: As defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following: Performs roaming supervision of City parks, facilities, recreational facilities, and open spaces. Inspects Park facilities, report graffiti and vandalism and any items to be repaired. Monitors and communicates concerns by park users, disseminates information, and assists public. Enforces City ordinances and park rules and regulations; issues citations related to violations of the City’s Municipal Code; responds to citizen complaints. Unlocks facilities, conducts safety inspections and secures facilities and restrooms each evening. Clean day of gazebo rental and post signs and check-in with rental groups throughout gazebo reservation time. Remove trash and refill liners when needed. Check-in with field rental groups and assist when needed. Processes and investigates complaints from citizens; interviews complainants and witnesses; follows established procedures to document findings and generate incident reports. Prepares daily logs and activity reports. Performs first aid and completes accident reports as needed. Observes and complies with all City and mandated safety rules, regulations, and protocols. Requests towing services as needed; reports unsafe acts, conditions, accidents, and injuries. Coordinates efforts with other City Departments and regional agencies, as needed. Supports the relationship between the City of Rosemead and the constituent population by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains absolute confidentiality of work-related issues, client records, and City information; performs other duties as required or assigned.

Requirements

  • High school diploma or equivalent and one year paid/volunteer experience in a customer service-oriented position; OR one-year paid Recreation, Park Ranger or related work experience.
  • Knowledge of: Organization and functional responsibilities of the Police, Fire and Public Works and Community Services Departments; PC 832 requirements, including citation preparation and arrest procedures.
  • First-Aid, CPR, and other emergency procedures.
  • Applicable Federal, State, and City codes, laws, policies, rules, statutes, and ordinances
  • Parks, trails, open space and park facilities, general park maintenance standards, and principles of public relations, customer service, and visitor management;
  • Principles of outdoor recreation, interpretation, and other types of visitor services.
  • Principles of public speaking, principles, and techniques of supervision and management.
  • Standard office practices and procedures, including the use of standard office equipment, record keeping, current computer software.
  • Radio communication protocols, safe driving and cycling rules and practices, vehicle operations, basic fire suppression techniques, basic traffic control methods.
  • Public relations techniques used in public safety support activities.
  • Occupational hazards and safety precautions.
  • Geography, roads, and landmarks of City and surrounding areas.
  • Principles of record keeping and records management.
  • Interpreting and applying statutes, rules, ordinances, codes and regulations.
  • Making independent decisions while working in the field, analyzing situations accurately, and following established procedures.
  • Dealing tactfully and courteously with the public and handling stressful situations and angry people.
  • Establishing and maintaining effective working relationships with co-workers and the general public.
  • Operating a personal computer utilizing a variety of standard and specialized software.
  • Communicating effectively verbally and in writing.
  • Effectively enforce policies, rules, and laws; exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs and resolve conflicts among park/facility users.
  • Establish and maintain effective working relationships with the public and fellow employees, communicate clearly and effectively, both verbally and in writing, to a variety of audiences.
  • Walk, hike, bicycle ride, and climb hills, stairs, and uneven terrain, work outdoors in all weather conditions.
  • Maintain records and prepare clear, concise reports; communicate effectively and appropriately on a two-way radio; make public presentations.
  • Work extended hours, irregular rotating shifts, alternative work schedules, holidays, and weekends; successfully complete required training and obtain required certifications and licenses.
  • Handle medical or other emergencies and injuries in a calm and effective manner, including providing basic first aid and CPR.
  • Work with minimal supervision.
  • Possession of a valid California Class C Driver’s License and must be able to obtain CPR and First Aid certificates.
