About The Position

Under the direction of the Tribal Chairperson, the Postal Manager will be responsible for protecting the integrity of the mail service on the Pala Reservation. The Postal Manager follows the regulations and policies of Pala Postal and implements any changes adopted by the Tribe. They are also responsible for the day-to-day operations of Pala Postal and Postal Clerks.

Requirements

  • Knowledge of postal costs and service for mailing a variety of postal items.
  • Knowledge of computer software and office equipment, including payment processing.
  • Knowledge of third-party services, including but not limited to UPS, FedEx, and USPS.
  • Knowledge Microsoft products for budgets, tracking and reporting.
  • Ability to handle confidential information with professionalism and discretion.
  • Ability to work in a fast-paced environment with a focus on customer service.
  • Ability to establish and maintain an effective working relationship with Tribal officials, employees, and the general public.
  • Ability to enforce department policy and procedures with fairness and consistency.
  • Reliable, punctual, and able to work flexible hours.
  • Strong communication skills and a positive attitude.
  • Strong attention to detail and excellent organizational skills.
  • Must have a high school diploma or GED.
  • Must have at least three (3) years of postal or logistics experience (i.e., USPS, postal annex, UPS, FedEx, mailroom, Amazon, etc.).
  • Must have at least two (2) years of customer service experience.
  • Two (2) years of supervisory experience with at least two full-time subordinates.
  • Must pass pre-employment and random drug testing during employment.
  • Must acknowledge and agree to maintain a Drug-Free workplace (including marijuana) as a condition of employment with the Pala Band of Mission Indians.
  • Must successfully pass a Fingerprint-based background check of potential employees, volunteers, and contractors pursuant to Public Law 101-630 - Indian Child Protection and Family Violence Prevention Act.
  • Must have a valid class "C" driver's license and have a clean driving record.

Responsibilities

  • Assists and directs Postal Clerks in sorting mail, including letters, bills, and packages, efficiently and in a timely manner.
  • Manage Postal Clerks including, but not limited to, training, scheduling, assigning daily tasks, applying policy and procedures, performance evaluations, monitoring the accuracy of employee timesheets and imposing disciplinary action if necessary.
  • Cash and money handling, including but not limited to collecting money for postage-due and COD (cash-on-delivery) fees, selling stamps, mail envelopes, overnight mail, packages, packing supplies, and PMB boxes at Pala Postal.
  • Answer customer questions and address customer concerns about postal regulations, postal services, customer service, change-of-address cards, postage rates, Pala PMB boxes, mailing restrictions, and other postal matters.
  • Prepares, submits, and monitors Pala Postal budget, including but not limited to tracking PMB box income, postal charges to other Tribal departments, increased costs, vehicle and building maintenance, inventory, employee wages and benefits, and the cost of upcoming changes in Postal regulations.
  • Manages postal vehicles, including but not limited to vehicle maintenance, scheduling repairs, tune-ups, oil changes, annual check-ups, fuel receipts, proper vehicle operation, and completing vehicle accident reports if applicable.
  • Coordinates with third-party delivery services, implement changes at Pala Postal when required by vendors, and completes annual contracts with USPS and other vendors.
  • Order and stock all postal supplies staying within the confines of the annual Postal budget.
  • Perform other duties as assigned.
