About The Position

Working as part of a procurement delivery team to support GDOT’s P3 Division deliver some of the largest public private partnership (P3) projects in the world. This role will involve interfacing within the program management team made up of a planning, engineering, procurement, legal, project controls, and construction teams working on various alternative delivery projects (DBF, DBFM, DBFOM, CMGC, OMC, CDA). Key focus will include supporting the procurement activities for GDOT’s P3 Division which is delivering the largest design-build and P3 program in the US. Will support the development of NOIAs, IFs, RFQs, and RFPs, coordinate with technical experts, and develop solutions and recommendations for project challenges. As a key member of a team in the development and/or administration of agreements between an infrastructure owner, stakeholders, utility providers, P3 developers, and design and construction providers this person will participate in a wide variety of meetings - client meetings, proposer meetings, design charrettes, and contractor meetings. In those meetings this role will typically act as a representative for the owner as part of the program or project management team. We are looking for self-motivated individuals who can deliver stellar service to our clients through the alternative delivery process by applying expertise in support of resolving project issues, including the analysis of and application of contract provisions. Candidates should be intellectually curious and not afraid to ask questions. Customer service and presentation skills are critical. Candidates must be detail oriented, able to multitask, and comfortable working in a fast-paced environment where things can and will change quickly. What You'll Do: Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with HNTB's Sophisticated Contracting Approach (SCA). Serves as the primary client liaison and manages the project team to deliver the scope, schedule, and budgets to completion and to the client’s satisfaction. Assists with client project scoping and contract negotiations. Performs technical discipline tasks including analysis, reports, design, specification, and production for assigned projects. Implements the firm’s project delivery plan using HNTB's Sophisticated Delivery Approach (SDA) on each project. Leads the development and the execution of the project management plan. Supervises and mentors team to overall project objectives. Performs coordination with managers on project staffing, including, but not limited to; recruitment, development, retention, and succession of project staff; development of plan for project staff reporting; and support for performance and compensation reviews. Partners with Client Service Leaders and pursuit champions to assist with business development, building client relationships, and pursuit efforts for strategic and mini-mega projects in accordance with HNTB's Sophisticated Sales Approach (SSA). Works with the project team and marketing resources to prepare appropriate proposal and presentation materials. Leads proposal development and interview presentations for strategic and mini-mega projects to the client as well as general presentations within the industry and community. May be responsible for the recruitment, hiring, development, and retention of staff, including development of plan for staff reporting, performance and compensation reviews, and succession. Performs other duties as assigned.

Requirements

  • Bachelor’s degree in Engineering and 8 years of relevant experience
  • 2 years task management or Deputy PM experience

Responsibilities

  • Preparation of project reports, memorandums, presentations, reports summarizing brainstorming, and project correspondence including letters, agendas, and meeting minutes.
  • Participate in Quality Control / Quality Assurance Program for Procurement Activities.
  • Participate in meetings and develop solutions as needed in coordination with the Department, Legal Advisors, Financial Advisors, and General Engineering Consultants (GEC)
  • Coordinate with other agencies and entities as required, including Federal Highway Administration (FHWA), State Road and Tollway Authority (SRTA), MARTA, and local governments.
  • Support development of procurement/delivery methodology recommendations
  • Support preparation of white papers on various topics as requested by the Department.
  • Participate in Commercial Term Risk Management Workshops.
  • Develop and support the establishment of project guidelines and strategies for the finalization and issuance of draft and final versions of Notice of Intent to Advertise (NOIA), Industry Forum (IF) materials, Request for Qualifications (RFQ), Request for Proposal (RFP), and associated addendums
  • Develop specifications and contract documents, develop alternative delivery Request for Proposals (RFP) which may include a Comprehensive Development Agreement (CDA), addendums, and as requested by the Department, assist with the alternative delivery technical proposal evaluation process procurement documents for projects based on best industry practice.
  • Develop and support procurement and contract documents.
  • Support the procurement process and award for projects.
  • Support project communications, outreach, education, and public relations, and customer service.

  • Coordinate with project utility coordination support staff, GDOT & utility agencies
  • Coordinate with project traffic support staff
  • Coordinate with Post-Let construction staff
  • Performs other duties as assigned.
