P&C Test Engineer II

POWERX Edge•Oklahoma City, OK

About The Position

The P&C Test Engineer II is a developing field professional who executes assigned commissioning and testing scopes under the oversight of a Senior or Lead Test Engineer. The role progresses from component-level task execution toward independent system-level understanding, with growing capability in protection testing, drawing navigation, and safe work execution. The engineer supports commissioning projects involving relay protection systems, breaker controls, CT/VT circuits, transformer protection, and substation equipment across distribution and transmission substations up to 765kV. The position bridges entry-level directed execution and Senior-level independence. It calls for a questioning attitude, an effort to understand the purpose and system context of each test, and active technical development through training and field assignments. The engineer works with utility standards, NETA practices, and client commissioning requirements, while maintaining accurate test records and supporting project turnover documentation. This role involves work in operational substations and construction environments, including exposure to energized electrical equipment, mechanical hazards, outdoor weather, noise, vibration, heat, dust, oil, and grease. Travel, overtime, and outage schedules may be required.

Requirements

  • At least 1 year of experience in high-voltage Protection & Control testing and commissioning.
  • Familiarity with SEL, GE, ABB, Siemens, Westinghouse, or equivalent relay platforms.
  • Satisfactory background/MVR check.
  • Ability to pass pre-employment, post-accident, reasonable suspicion, and/or random drug testing.
  • Questioning attitude and willingness to flag drawing inconsistencies, unexpected results, and questions before work begins.
  • High attention to detail in wiring landings, test connections, settings file handling, test results, redlines, and reports.
  • Ability to remain calm and methodical during outage windows, client observation, and work in energized substation environments up to 765kV.
  • Strong communication and organizational skills, including accurate records, reports, and documentation.
  • Customer-focused professional conduct and ability to adapt across substation environments, relay platforms, protection schemes, night and weekend outage schedules, and travel as required.
  • Commitment to continuous learning and professional development, including POWERX Academy training and mentorship.
  • Proficiency in Microsoft Word and Excel sufficient to produce test records, redlines, daily field reports, and task-level test and isolation plans for review.
  • Ability to follow technical direction accurately while beginning to exercise independent judgment on familiar, standard configurations.
  • Ability to work safely around energized electrical equipment and mechanical hazards, and in operational substations and construction environments.
  • Ability to lift up to 50 pounds, travel as required, and work overtime and outage schedules as necessary.

Nice To Haves

  • Bachelor’s degree in Electrical Engineering or Electrical Technology, or an Associate degree in Electrical Technology or related field experience.
  • Experience commissioning substations from 12.5kV through 245kV.
  • OSHA 30 certification.
  • Knowledge of the National Electrical Code (NEC) and OSHA Electrical Safe Work Practices.
  • First Aid/CPR certification.
  • Familiarity with NERC CIP requirements.

Responsibilities

  • Execute assigned relay protection testing using Doble, Omicron, RTS, SEL AcSELerator, GE Enervista, or equivalent platforms under Senior or Lead oversight.
  • Perform relay input/output testing, analog-to-digital metering checks, and individual element pickup and timing tests, documenting results accurately.
  • Perform CT and VT ratio, polarity, phasing, and single-point grounding tests on familiar configurations, with oversight available for complex arrangements.
  • Execute breaker control circuit testing, including trip path verification, auxiliary contact checks, and directed breaker functional tests.
  • Read and navigate one-lines, three-lines, schematics, wiring diagrams, cable schedules, and panel layouts; identify station phasing and equipment orientation with guidance where needed.
  • Apply developing knowledge of AC/DC power fundamentals, protection zones, overcurrent, differential and basic impedance protection, instrument transformer behavior, and breaker control circuits.
  • Use relay manufacturer instruction manuals and settings files to support assigned testing, and connect individual test results to the broader protection scheme with coaching.
  • Engage with POWERX Academy training and study protection theory, relay platforms, and commissioning standards; apply learning on field assignments.
  • Develop test plans and task-level isolation plans for routine scopes for Senior or Lead review.
  • Review drawing packages before testing and raise questions or potential inconsistencies before work begins.
  • Ensure testing aligns with utility standards, NETA practices, and client-specific commissioning requirements as communicated by the Senior or Lead.
  • Maintain complete, accurate, and organized test records, redlines, daily reports, and commissioning documentation.
  • Support Test Engineers on assigned tasks, share developing knowledge, and reinforce safe work practices.
  • Communicate task status, observations, and concerns proactively to the Senior or Lead; participate constructively in pre-job briefs, tailboards, JHA reviews, and post-job reviews.
  • Maintain and promote a safety-first culture; follow LOTO procedures and switching boundaries, seeking verification for complex isolation configurations.
  • Apply Human Performance Improvement tools appropriately, with guidance as needed, and perform live-dead-live checks independently on every task involving energized equipment.
  • Comply with OSHA, NERC CIP, utility requirements, and internal POWERX standards; immediately escalate safety concerns or unexpected field conditions.
  • Maintain professional conduct in client and operations interactions and support the Senior or Lead in preparing turnover documentation and commissioning packages.
  • Perform additional responsibilities and tasks as required to support organizational goals and evolving business needs.
