About The Position

CMTS is seeking a highly motivated Owners Authorized Representative (OAR II) to support large-scale capital construction programs in Los Angeles, CA. This role is responsible for managing and coordinating all phases of construction projects including pre-construction, bidding, construction, and closeout. The OAR II will act as the Owner’s representative ensuring projects are delivered on schedule, within budget, and in compliance with all District standards and regulatory requirements.

Requirements

  • Fifteen (15) years of full-time professional experience in construction and/or project management
  • Minimum five (5) years managing complex projects with construction values exceeding $20M
  • Experience with commercial, public works, or educational facility construction
  • Strong leadership, communication, and organizational skills
  • Ability to manage budgets, schedules, and multiple stakeholders
  • Bachelor’s degree in Architecture, Engineering, or Construction Management OR Bachelor’s degree in any field with ability to obtain Certified Construction Manager (CCM) within one (1) year OR More than 20 years of Construction or Project Management experience with requirement to obtain CCM within one (1) year OR Possession of a valid Certified Construction Manager (CCM) credential

Responsibilities

  • Manage and oversee all phases of assigned construction projects from pre-construction through closeout
  • Review pre-construction documents and provide comments to design teams
  • Prepare reports for senior management regarding project status and progress
  • Coordinate with public agencies and District staff to ensure compliance with project requirements
  • Manage project budgets and schedules ensuring alignment with District standards
  • Oversee contractor activities, schedules, and submittals
  • Coordinate responses to Requests for Clarifications (RFCs) and related documents
  • Review substitution submittals for compliance with specifications
  • Evaluate and negotiate contractor change order proposals
  • Analyze schedule impacts and ensure timely resolution
  • Review and monitor contractor and consultant payments
  • Administer professional service agreements between architects and the District
  • Coordinate delivery of fixtures, furniture, and equipment
  • Manage project closeout including DSA certification and financial closeout
  • Perform additional duties as assigned
