About The Position

We are seeking a community-focused Outreach Specialist to support workforce development initiatives under the WIOA program. This role is responsible for driving participant engagement, increasing program awareness, and building strong relationships across the community. This position combines in-person outreach, digital engagement, and administrative coordination to connect individuals with workforce opportunities. The ideal candidate is highly organized, comfortable in public-facing environments, and motivated to make a measurable impact within underserved communities.

Requirements

  • Strong communication and public speaking skills, with the ability to engage diverse audiences
  • Experience with social media platforms and digital outreach strategies
  • Proficiency in Microsoft Office and general computer applications
  • Strong organizational skills with attention to detail and data accuracy
  • Ability to work independently while managing a travel-based schedule
  • Analytical mindset with the ability to track and interpret outreach data
  • Ability to build and maintain professional relationships across multiple stakeholders
  • Valid driver's license and reliable transportation required

Nice To Haves

  • Associate's or Bachelor's degree preferred, ideally in Workforce Development, Communications, or related field
  • 1-2 years of experience in outreach, workforce programs, community engagement, or related field preferred
  • Bilingual in English and Spanish strongly preferred

Responsibilities

  • Conduct outreach and recruitment activities to engage eligible participants in WIOA programs (Adult and Dislocated Worker)
  • Represent the program at job fairs, community events, workshops, and partner locations
  • Deliver presentations and provide guidance on program eligibility, services, and enrollment processes
  • Build and maintain relationships with community partners, employers, and referral sources
  • Travel throughout Dallas County to support in-person engagement and outreach efforts
  • Assist with scheduling intake appointments, orientations, and initial participant assessments
  • Collaborate with internal teams to align outreach strategies with program goals and performance metrics
  • Support enrollment efforts by educating community partners and stakeholders
  • Maintain accurate participant records in workforce systems (WorkinTexas - WIT)
  • Track outreach activities, referrals, enrollments, and outcomes
  • Ensure all documentation meets WIOA compliance and organizational standards
  • Prepare reports on outreach effectiveness and recruitment performance
  • Develop and distribute outreach materials, including digital flyers, mailers, and online content
  • Manage and grow social media presence and engagement across platforms
  • Support SMS messaging campaigns and digital communication initiatives
  • Identify innovative outreach strategies to increase participation and community engagement
  • Monitor trends in digital outreach tools and recommend improvements
