About The Position

The Outreach Manager is responsible for leading Daybreak’s Outreach and point of entry (front door) services, ensuring that runaway and homeless youth and young adults are effectively identified, engaged, and connected to services prior to entering Daybreak services. This role oversees all outreach, engagement, and intake functions and ensures seamless coordination between community partnerships and internal service delivery. The Outreach Manager supervises the staff in the department ensuring high-quality, trauma-informed, youth-centered practices across all initial points of contact. The role is also responsible for maintaining strong community partnerships, driving referral pipelines, and ensuring compliance with all reporting, documentation, and grant requirements.

Requirements

  • Minimum of a bachelor’s social work, psychology, human services, sociology, criminal justice or related field required.
  • Minimum of 5 years of working experience in social services, non-profit, administration, business required.
  • Minimum of 2 years of supervisory experience required.

Nice To Haves

  • LSW license preferred
  • Minimum of 2 years experience working with youth and young adults preferred

Responsibilities

  • Develops, leads, and evaluates comprehensive outreach strategies to identify and engage runaway, homeless, and at-risk youth and young adults.
  • Builds and sustains strong partnerships with community agencies, schools, child welfare systems, juvenile courts, and other stakeholders to increase referrals and awareness of Daybreak services.
  • Collaborates with community partners (e.g., Children Services, Homefull, juvenile justice system, etc.) to proactively identify youth in need of services.
  • Represents Daybreak at community events, coalitions, and resource fairs to strengthen visibility and referral networks.
  • Oversees the daily operations of the Drop-In Center as a critical low-barrier access point for homeless and at-risk youth and young adults.
  • Ensures the Drop-In Center provides safe, welcoming, and trauma-informed day services, including access to laundry facilities, showers, meals/snacks, rest space, and computer lab resources.
  • Develops and implements engagement strategies within the Drop-In Center to build rapport and trust with youth and encourage connection to shelter, housing, and supportive services.
  • Supervises staff responsible for Drop-In Center operations and ensures consistent, high-quality service delivery.
  • Monitors utilization trends, and participant needs to inform program improvements and outreach strategies.
  • Ensures the Drop-In Center operates in alignment with agency policies, safety expectations, and funder requirements.
  • Integrates Drop-In Center services into the broader point of entry system, ensuring participants are assessed and connected to appropriate internal and external services.
  • Oversees all intake and engagement processes for new clients entering Daybreak services.
  • Ensures timely, appropriate, and trauma-informed screening, assessment, and admissions processes.
  • Supervises the Intake Specialist and Outreach Care Coordinators to ensure consistency, quality, and responsiveness in service delivery.
  • Ensures smooth transitions from outreach engagement into shelter, housing, and supportive services.
  • Provides direct supervision, coaching, and performance management to Outreach Care Coordinators and Intake Specialist.
  • Ensures staff are trained in engagement strategies, crisis intervention, documentation standards, and youth-centered practices.
  • Promotes a strengths-based, trauma-informed, and culturally responsive approach across all front-end services.
  • Manages scheduling, workload distribution, and staff development planning.
  • Monitors program performance, including key performance indicators (KPIs), outcomes, and service utilization.
  • Ensures alignment with CARF standards and agency strategic goals.
  • Oversees accurate and timely data entry in HMIS and/or CareLogic systems.
  • Ensures compliance with all federal, state, and local grant requirements, including documentation and reporting standards.
  • Prepares and reviews monthly, quarterly, and annual reports for funders and leadership.
  • Collaborates with leadership on grant applications, outcomes tracking, and program evaluation.
  • Works closely with Shelter, Housing, and Clinical teams to ensure coordinated care and effective service transitions.
  • Maintains communication with local Continuum of Care (CoC) and housing access systems.
  • Coordinates with leadership to address system gaps and improve access to services.
  • Reviews and approves documentation, program entries/exits, and required service records.
  • Assists in policy and procedure development and updates related to outreach and intake services.
  • Manages program-related administrative tasks, including expense tracking and reporting.
