About The Position

The Outreach and Enrollment (O&E) Specialist I is responsible for maintaining and expanding enrollment activities to connect uninsured and under-insured community residents with affordable health coverage and essential care. This position provides education, outreach, and direct assistance with Medi-Cal and other public or private health insurance applications, including follow-up to ensure successful enrollment and retention. Working both within the clinic and in community settings, the O&E Specialist serves as a trusted resource, helping individuals navigate complex eligibility requirements, overcome barriers to care, and establish a lasting connection to our center and its programs.

Requirements

  • CAA (Certified Application Assister) OR, can successfully complete the Covered California Certified Application Assister certification training and test, after hire (Certification includes Fingerprinting, background test, online training and testing)
  • One year of general clerical and customer service experience
  • Valid California Driver's License, auto insurance and available transportation
  • Strong computer skills, including Microsoft Word, Excel, and EHR: EPIC
  • Ability to work evenings, Saturdays as needed.
  • Ability to set up and manage outreach events and attend outreach events on behalf of WCC.
  • Excellent customer service skills required, ability to deliver services in a culturally sensitive manner.
  • Must be extremely efficient, organized, flexible and resourceful.
  • Ability to maintain HIPAA standards of privacy and confidentiality.
  • Strong written and oral communication skills
  • Professional demeanor and appearance a must.
  • Bilingual English/Spanish required.
  • Punctuality and excellent attendance required.
  • Position requires prolonged hours of sitting and working on a computer.
  • Occasional travel by car to local meetings and events.

Nice To Haves

  • CCHI (California Coverage & Health Initiatives) Health Access Assister Certified.
  • Previous enrollment, outreach and/or health education experience preferred, especially with immigrant, Latino, and underserved populations.
  • Experience with event coordination, presentation, or public speaking.
  • High School Diploma or GED required.

Responsibilities

  • Manages and executes current enrollment activities and enrolls patients accurately and efficiently (including but not limited to completing coverage applications, gathering required documentation, and troubleshooting the enrollment process) into affordable health insurance coverage under Medi-Cal, Affordable Care Act (ACA)- marketplace, as well as other programs.
  • Provide structured patient education on health coverage, engage in follow-up conversations, and offer renewal assistance for enrolled individuals.
  • Maintain all database and spreadsheets to track outreach calls, applications, and successful enrollments.
  • Distribute outreach materials to patients, community members, partner organizations and businesses to build coverage option awareness.
  • Develop, discover, and attend community events to promote coverage options, spur enrollment and build referral linkages.
  • Collaborate with various local organizations to build awareness of coverage options, spur enrollment and build referral linkages.
  • Assist in the development and implementation of organizational outreach and enrollment initiatives.
  • Knowledge of State and Federal programs to ensure appropriate reimbursement from Medicare, Medi-Cal and other payers.
  • Knowledge of health plans and ability to effectively communicate these requirements to physicians and administrative personnel under time-urgent conditions.
  • Input patient's basic demographic information and insurance status in the practice management and electronic health record software, updating information as needed; assess patient's financial eligibility.
  • Maintain communication/correspondence with insurance/IPA/program carrier.
  • Attend meetings and complete trainings as required.
  • Identify community organizations to support and/or collaborate in outreach efforts.
  • Participate in outreach activities and agency events as needed; market clinic services including distribution of flyers and brief presentations.
  • Maintain documentation of attendance
  • Available to work Weekends and evenings if needed.
  • Interacts with patients, physicians, staff, vendors, and visitors in ways that demonstrate caring and reflect the WCC mission and philosophy.
  • Attends WCC meetings as required.
  • Complete other duties as assigned.
