About The Position

Maryland Department of Labor is currently accepting applications from qualified candidates for an OSH Compliance Hygienist Supervisor within the Division of Labor and Industry/Maryland Occupational Safety and Health program. This position assists in the development of agency-wide policies and procedures and directs support units in the administration of applicable requirements. This position directs and generally oversees the Industrial Hygiene unit for technical assistance, Operations unit, Bureau of Labor and Statistics (BLS) unit, IT, grant administration, and, when separation can be maintained, the MOSH Consultation Unit. This position reports to the Assistant Commissioner of MOSH and provides coordination and collaboration with the Chief and Assistant Chief of MOSH to ensure agency wide goals are met and to ensure a conduit for communication.

Requirements

  • Eight years of experience inspecting, researching and analyzing chemical and physical workplace hazards affecting employee health in order to control or eliminate hazards and to ensure compliance with federal and State occupational safety and health laws, regulations and standards.
  • Possession of a Bachelor's degree from an accredited college or university in industrial hygiene, physical science or life science which includes 12 credit hours in chemistry and 18 additional credit hours in any combination of the following: chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology or industrial hygiene and four years of experience inspecting, researching and analyzing chemical and physical workplace hazards affecting employee health in order to control or eliminate hazards and to ensure compliance with federal and State occupational safety and health laws, regulations and standards.
  • Possession of a Master’s degree in industrial hygiene from an accredited college or university for five years of the required experience.
  • U.S. Armed Forces military service experience as a commissioned officer in General Inspection, Investigation, Enforcement and Compliance classifications or General Inspection, Investigation, Enforcement and Compliance specialty codes in the Inspection, Investigation, Enforcement, and Compliance field of work on a year-for-year basis for the required experience.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Responsibilities

  • Identifies unsafe working conditions to eliminate hazards by ensuring that inspections and compliance assistance is conducted in accordance with the Field Operations Manual (FOM) and current MOSH policies.
  • Directs and trains other OSHCOs in the recognition and documentation of hazards, the application of laws, regulations and standards to reduce workplace injuries and illnesses using on-the-job training in accordance with the FOM.
  • Manages regional operations, conducts informal conferences, and reviews case files to support Agency goals in accordance with MOSH policies and procedures.
  • Provides technical support to the public to enhance understanding of workplace hazards in accordance with the FOM.
  • Oversees Operations, Training and Education, and BLS units to maintain consistent communication between the administration and operational units of MOSH.
  • Ensure performance of all required activities and compliance with all federal and state requirements, while utilizing resources appropriately.
  • Ensure units’ needs are met, policies and procedures are updated within the MOSH FOM and MOSH Instructions, and performance meets the needs of enforcement and consultative staff.
  • Meets with outside organizations and Federal counterparts to find and utilize resources to bring the agency closer to meeting performance goals outlined in the annual plan.
  • In meeting federal requirements where applicable, ensure MOSH is at least as effective as; federal OSHA while maintaining independence of MOSH as a State Plan.
  • Serves on various local, state and national boards to represent the agency.
  • Recommends legislative responses, standard adoptions, and initiates policy changes for MOSH with the approval of the Assistant Commissioner and in coordination with the Chief of Compliance.
  • Provides Industrial Hygiene technical support and assistance to the public and staff to enhance understanding of workplace hazards, new standard development, injury and illness trends, and policy.
  • Performs other duties as assigned by management.
