About The Position

This is professional work involving the design and implementation of programs focused on long-term growth and career development throughout the employee lifecycle. This position is primarily responsible for enhancing the employee experience through onboarding, mentoring, career pathing, or similar programs while ensuring that programs align with organizational needs. May monitor and review the work of others. Contacts with others require skills in understanding and influencing people which are important in providing occupational health services, discussing and resolving work-related issues and problems, and presenting and defending recommendations and decisions. Work is standardized in that tasks are covered by substantially diversified procedures and specialized standards and because of changing priorities or different situations, incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence. The work involves differing situations requiring the use of judgment in searching for solutions or new applications. Work is performed mainly in an office environment. Physical demands consist mainly of sitting or standing at a workstation for extended periods of time, and occasionally lifting and moving light objects, weighing less than 50 pounds. Operates standard office equipment and a personal computer using HRIS system, database, spreadsheet, presentation, mapping, and word processing applications. Depending upon assignment, may operate a motor vehicle. Work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, or well-defined policies; the worker plans and organizes the work and determines priorities; and the work is generally reviewed upon completion for technical accuracy, acceptability of results, quality and timeliness.

Requirements

  • Knowledge of City onboarding policies, procedures, systems, processes, and laws and regulations.
  • Knowledge of applicable labor and employment laws, rules, regulations, policies, procedures, and guidelines governing City onboarding activities, as well as collective bargaining agreements and pay plans.
  • Knowledge of JSO policy and procedures
  • Knowledge of data collection and analysis.
  • Ability to conduct strategic research to assess levels of employee engagement.
  • Ability to identify opportunities and provide sound recommendations for engagement actions and decisions.
  • Ability to track and present engagement/brand-related performance metrics.
  • Ability to coordinate scheduling of various functions.
  • Ability to develop and make presentations before large groups.
  • Ability to establish and maintain documentary and electronic files.
  • Ability to interpret, explain, and apply JSO policy, rules, regulations, and standards.
  • Ability to respond to and resolve customer complaints.
  • Ability to work in onboarding systems (ATS, HRIS).
  • Ability to communicate effectively, both orally and in writing, with staff at all levels and with members of the general public.
  • Six (6) years of education and/or experience in developing, leading, and/or managing employee-centered programs, services, and/or events.

Responsibilities

  • Manage onboarding and offboarding processes, including preparing documentation, presenting orientations, coordinating with other presenters, helping ensure smooth employee transitions.
  • Design, distribute, and evaluate employee feedback to help shape and improve engagement strategies and culture-building efforts.
  • Track key turnover and retention metrics, preparing reports on engagement trends.
  • Partner with HR leadership to create strategies that improve internal communication, workplace culture, and employee relations.
  • Provide general HR administrative support as needed to support department operations and employee needs.
  • Identify opportunities to streamline HR processes and recommend system enhancements.
  • Coordinates and collaborates with agency administrative support staff, professional staff, managers, and staff of outside agencies on programs that enhance employee career development.
  • Operates a computer using word processing, spreadsheet, presentation, ATS database, and HRIS database.
  • Demonstrates proficiency in the City of Jacksonville’s competencies.
  • Performs related work as required.
