About The Position

Langley Federal Credit Union is seeking a Full-Time Organizational Development Specialist to work a Hybrid schedule from their City Center office in Newport News, VA. This role implements and administers core organizational development programs such as employee engagement, onboarding, recognition, performance management, and the internship program. While working within established frameworks, this position significantly contributes to program design and is primarily accountable for execution, coordination, and measurement. The Specialist supervises the Organizational Development Specialist, assigning and reviewing their work, and supporting their professional development. This role also serves as a resource to managers and People & Culture colleagues on the delivery of these programs.

Requirements

  • Bachelor’s degree in human resources, organizational leadership, industrial-organizational psychology, business administration, or a related field, or an equivalent combination of education and experience, required.
  • Minimum of five years of experience in organizational development, talent management, or human resources required, including the following:
  • Experience administering enterprise employee engagement surveys, including results reporting and action planning support.
  • Experience delivering onboarding, recognition, or employee development programs from an established design through execution and measurement.
  • Experience administering a performance management cycle, including timeline management, manager communications, and completion tracking.
  • Experience mentoring, training, or coordinating the work of others required.
  • Intermediate proficiency in Microsoft Excel required, including pivot tables and lookup functions to support survey and program reporting.
  • SHRM Certified Professional (SHRM-CP) or Professional in Human Resources (PHR) required.

Responsibilities

  • Supervises direct reports, assigning and reviewing work, providing coaching and performance feedback, and supporting professional development.
  • Administers the enterprise employee engagement survey program, including survey deployment, response tracking, results compilation and distribution, action planning sessions with business leaders, and accountability tracking against approved plans.
  • Assists in the design of the employee onboarding program and is fully responsible for executing the program, including developing and updating materials and processes, facilitating orientation sessions, coordinating delivery with hiring managers and People & Culture partners, and measuring outcomes related to new hire effectiveness and retention.
  • Administers the employee recognition program and plans and delivers employee engagement events, including: Town halls and executive listening sessions; Recognition, seasonal, and special events.
  • Administers the performance management cycle, including timeline management, system configuration, manager and employee communications, completion tracking, and coordination of calibration sessions.
  • Coordinates the internship program, partnering with department leaders to structure assignments, onboard participants, and evaluate program outcomes.
  • Assists with designing career pathing tools and maintains role progression models, competency maps, individual development plan templates, and internal mobility resources.
  • Coordinates job description development across assigned departments, drafting and revising descriptions with managers and applying the writing and leveling standards established by the Director.
  • Implements inclusion initiatives approved by the Director across engagement, onboarding, and culture programming.
  • Evaluates the effectiveness of engagement, onboarding, recognition, career pathing, and internship programs, and recommends improvements based on participation, feedback, and outcome data.
