Oracle EBS Software Developer
About The Position
Information Technology Strategies, Inc. is a government IT solutions provider servicing commercial and government initiative in various parts of the United States. We are currently seeking a Software Developer to work for our company. The client agency is Defense Logistics Agency. This role involves developing and enhancing A2R-related modules across Oracle EBS (Projects, Fixed Assets, Inventory, GL) and supporting asset/logistics systems (e.g., ELMS/DPAS). The developer will design and implement a Global Capitalization Interface and related automation components, build and maintain RICE-FW components that interface (APSR ↔ DAI, ELMS ↔ EBS), conversions and extensions for asset data, and reports for asset lifecycle tracking. Responsibilities include developing automation for bulk capitalization of assets, cost accumulation and transfer, depreciation and valuation processes, implementing and enhancing journal import controls and accounting event triggers, and supporting integration to reduce manual data entry, material misstatements, and timing delays in asset capitalization. The role also requires performing development integration testing (DIT), system integration testing (SIT), and user acceptance testing (UAT), as well as troubleshooting and resolving data, interface, and lifecycle processing issues. Additionally, the developer will create technical documentation, interface control documents (ICDs), and data mappings, and collaborate with functional SMEs on A2R process flows and requirements.
Requirements
- Must possess IT-II security clearance or have a current National Agency Check with Local Agency Check and Credit Check (NACLC). (Basic Federal Clearance requirements are U.S. Citizenship, clear criminal history check, no recent or pending bankruptcies)
- Five (5) years of relevant experience in Oracle EBS development supporting asset or financial modules
- Must have experience with: Oracle Projects (CIP/WIP), Fixed Assets (FA), Inventory / Procure-to-Pay (P2P) integrations
- Experience developing interfaces and integrations between ERP and external systems
- Must have experience in PL/SQL, Oracle Forms/Reports, XML Publisher (BI Publisher) and interface development (APIs, open interfaces, data loaders)
- Experience with RICE-FW objects (especially Interfaces and Conversions)
- Understanding of Asset lifecycle (Acquire → Capitalize → Depreciate → Retire) and CIP/WIP accounting processes
- Experience supporting data validation, reconciliation, and audit traceability
- Experience working in Agile (SAFe preferred) environments
- Excellent oral and written communication skills
Nice To Haves
- Relevant Oracle or ERP certification preferred
- Experience with DAI / Oracle Federal Financials
- Familiarity with DPAS / ELMS or similar asset management systems and DLMS / CTAS or DoD logistics standards
- Experience with automation of capitalization and asset accounting processes
- Understanding of audit requirements (FIAR, NFR remediation, valuation& completeness)
