About The Position

GovCIO is currently hiring for an Operations Security (OPSEC) SME Technical Analyst to provide subject matter expertise in OPSEC planning, assessments, analysis, and risk mitigation in support of 16th Air Force (AFCYBER) operations. The OPSEC SME will identify vulnerabilities, assess threats, develop mitigation strategies, and produce high-quality analytical products and reports for operational personnel and senior leadership. The ideal candidate will possess extensive knowledge of DoD and Air Force OPSEC policy and doctrine, strong analytical capabilities, and exceptional professional and technical writing skills. This position will be located at Lackland AFB, TX and will be an on-site position.

Requirements

High School with 9+ years of relevant experience (or commensurate experience).
Clearance Required: TS/SCI
9+ years of experience developing and implementing OPSEC plans and assessments.
Expert knowledge of USAF/DoD OPSEC principles, policies, doctrine, and practices.
Demonstrated experience identifying critical information, vulnerabilities, adversary collection opportunities, and mitigation strategies.
Exceptional professional and technical writing skills, with the ability to independently develop customer-ready assessment reports, executive summaries, analytical products, findings, and recommendations.
Strong analytical and critical-thinking skills.
Experience developing and presenting briefings to senior military or government leadership.
Ability to translate complex operational and technical information into clear, concise, and actionable products.
Ability to work independently and collaboratively within a multidisciplinary team.
Ability to travel CONUS and OCONUS as required.

Nice To Haves

Air Force OPSEC Course (AFOC), Defense OPSEC Planners Course (DOPC), Joint Information Planners Course (JIPC) Phase II, or joint-equivalent OPSEC qualification.
Experience conducting OEAs and OMAs.
Experience supporting Air Force, Joint, or other DoD operational planning environments.
Experience producing reports and briefings for senior military leadership.
Familiarity with data analytics, PAI analysis, visualization platforms, and AI/ML-enabled capabilities applicable to OPSEC.

Responsibilities

Provides OPSEC subject matter expertise in support of cyber and multi-domain operational planning, assessments, and mission activities.
Identifies risks to sensitive and critical information by analyzing threats, vulnerabilities, observable indicators, aggregation risks, and potential mission impacts.
Develops and executes OPSEC plans, OPSEC External Assessments (OEAs), OPSEC Management Assessments (OMAs), and other OPSEC-related assessments.
Produces clear, concise, and technically accurate assessment reports, analytical products, executive summaries, findings, and mitigation recommendations for operational and senior leadership audiences.
Provides OPSEC expertise during operational planning to identify critical information, vulnerabilities, adversary collection opportunities, and appropriate countermeasures.
Evaluates operational processes, technical indicators, physical activities, and publicly available information for potential OPSEC vulnerabilities.
Researches emerging threats, technologies, and methodologies that may impact OPSEC and mission assurance.
Identifies and evaluates emerging capabilities, including data analytics, visualization tools, and AI-enabled technologies, that may improve OPSEC planning and assessments.
Develops and delivers OPSEC briefings, working groups, and training for operational personnel, staff, and senior leaders.
Collaborates with intelligence, counterintelligence, cybersecurity, operations, and planning stakeholders to integrate OPSEC considerations into mission activities.
Provides technical guidance and quality assurance for OPSEC assessments and written products.
Supports CONUS and OCONUS assessments and mission requirements as needed.
