About The Position

The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters, ranging from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM serves as the liaison between federal, state, and local agencies, preparing and implementing a statewide Comprehensive Emergency Management Plan, conducting exercises to test emergency response capabilities, and providing technical assistance to local governments. FDEM is the lead agency for the State Emergency Response Team (SERT), coordinating state efforts during disaster response and recovery from the State Emergency Operations Center (SEOC) in Tallahassee. They also manage the State Watch Office, a 24-hour operation providing situational awareness, and conduct damage assessment surveys after disasters to advise the Governor on emergency declarations and federal relief funds. Requirements

  • Valid driver’s license.
  • A minimum of two years’ experience in planning or policy development and implementation.
  • Experience with data analysis, research, or project support activities.
  • General knowledge of emergency management principles and the disaster management cycle.
  • An understanding of data analysis techniques and performance measurement concepts.
  • Knowledge of federal, state, and local emergency management frameworks (NIMS, ICS, etc.).
  • Familiarity with strategic planning concepts, methodologies, and best practices.
  • Knowledge of technical writing and review, government documentation standards, formatting requirements, and style guides.
  • Capability to represent the Strategic Planning Unit professionally in written communication, meetings, and conferences.
  • Ability to synthesize information from multiple sources and stakeholders into coherent planning products.
  • Attention to detail for document review, editing, and quality control.
  • Knowledge of Microsoft Office programs (MS Word, MS Excel, MS PowerPoint, etc.).

Responsibilities

  • Assist in the development and revision of agency strategic plans, operational plans, and policy documents.
  • Conduct research and data analysis to support strategic planning initiatives and decision-making processes.
  • Prepare briefing materials, presentations, and reports for leadership and stakeholder meetings.
  • Maintain strategic planning databases, tracking systems, and performance metrics.
  • Support the coordination of strategic planning meetings, workshops, and stakeholder engagement sessions.
  • Monitor and evaluate progress on strategic objectives and key performance indicators.
  • Assist in preparing annual reports and strategic plan updates.
  • Develop and update emergency response policies, procedures, and guidance documents.
  • Coordinate with internal and external stakeholders to gather information and ensure alignment with strategic goals.
  • Participate in emergency response conferences, trainings, workshops, exercises, and after-action reviews.
  • Support the Planning Section during an activation of the SEOC.
  • Perform other duties as assigned by Bureau or Executive Leadership.
