About The Position

This position is within the Environmental Public Health Division, specifically in the Onsite Sewage Treatment (OSTDS) program. The role requires a highly organized individual to assist with OSTDS operating and service permit program duties. This includes tracking and logging required inspections, maintaining program data in the Environmental Health Database (EHD), and conducting initial sanitary nuisance complaint investigations. The position also involves performing service permit inspections and assisting clerical staff. The incumbent will prepare accurate reports within established timeframes, ensuring compliance with Florida Statutes, Florida Administrative Codes, and County Ordinances. Data entry into agency databases and EHD is a key responsibility, as is reviewing and processing technical applications for completeness and accuracy. The role involves logging permits, notifying clients of permitting status, and providing customer service via various channels. The position requires working throughout Polk County, potentially involving frequent travel, and may necessitate working outside of regular hours or on weekends to complete assignments. Emergency duty may also be required.

Requirements

  • Proficient in computers, laptops, and Microsoft and other computer programs.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to environmental health programs.
  • Ability to understand and follow legislative policy direction as established in Florida statutes.
  • Ability to deal with the public in a tactful and courteous manner.
  • Ability to work independently.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively.

  • Ability to perform frequent "bend, squat, and/or lift activities" to include lifting field computers, printer, and test kits.
  • Must be able to lift and pull 65 pounds of weight and carry 50 pounds of equipment.
  • Must be able to work out in the field in the Florida weather (hot, humid, wet, etc.) which may also require strenuous physical activity.
  • Must be able to provide own transportation if a state vehicle is not available.
  • Possess a Valid Florida Class E Driver’s License.
  • Ability to learn and communicate effectively, orally and in writing, in English.

Responsibilities

  • Assist with OSTDS operating and service permit program duties.
  • Track and log required inspections.
  • Maintain program data through the Environmental Health Database (EHD).
  • Conduct initial sanitary nuisance complaints and determine further action.
  • Conduct service permit inspections.
  • Assist clerical staff as needed.
  • Prepare accurate reports within established timeframes.
  • Provide accurate and timely entry of required data and complex information into agency databases and EHD.
  • Receive and screen complex and technical applications.
  • Review applications with clients for completeness and accuracy.
  • Process applications within Department guidelines.
  • Log permits and notify clients of permitting status and outcome.
  • Provide customer service via phone calls, email, office, or field.
  • Work throughout Polk County, potentially requiring frequent and extensive travel.
  • Complete paperwork for activities, leave, and attendance.
  • May need to work before/after hours or weekends to conduct/complete work assignments.
  • Perform other duties as required.
  • Perform emergency duty, which may include working in special needs or Red Cross shelters, or other emergency duties in response to disasters.
