About The Position

AHCA is seeking a highly motivated and detail-oriented Hearing Officer to support the fair and efficient administration of agency hearings. The ideal candidate will bring strong analytical abilities, excellent communication skills, and a commitment to upholding regulatory integrity in complex case situations.

Requirements

• Two years of professional experience in the practice of law, legal research, teaching law, or in administrative or judicial hearings.
• Florida Bar license in good standing.

Nice To Haves

• Prior Hearing Officer experience and knowledge of Fair Hearings process preferred.

Responsibilities

• Conduct fair hearings in accordance with agency procedures, policies, and applicable laws.
• Apply and interpret hearing procedures and program requirements in complex or unique case scenarios.
• Maintain up to date knowledge of statutes, court decisions, administrative rules, federal regulations, and departmental guidance.
• Prepare clear, well researched legal opinions at the request of the Chief Legal Counsel and General Counsel.
• Ensure opinions address all questions thoroughly, supported by research, fact finding, and relevant discussions.
• Identify and proactively communicate potential legal or programmatic issues within AHCA operations.
• Provide legal insight by reviewing documents, manuals, rules, and proposed/existing legislation.
• Serve as an internal consultant to agency personnel and working groups.
• Work with AHCA teams to develop and review legislation.
• Support implementation of new laws and recommend updates to existing statutes when needed.
• Review proposed rules for legal sufficiency, both substantively and technically.
• Participate in rule development processes, workshops, and hearings related to MFHS.
• Review letters, policies, and documents to ensure legal accuracy and clarity.
• Respond professionally and thoroughly to inquiries from the public, agency staff, and other government entities, as appropriate.
• Complete special assignments as directed by the Chief Legal Counsel and General Counsel, ensuring timely and high-quality results.
