About The Position

The City of Rochester is seeking an Operator 2 (Relief Operator) for the Water Reclamation Plant. This facility treats wastewater for residents, industries, and visitors, processing an average of 13 million gallons daily using physical, chemical, and biological methods. The plant operates 24 hours a day with 30 full-time employees. This role involves assisting in the operation and maintenance of the wastewater treatment facility. Responsibilities include monitoring and controlling plant processes, inspecting, maintaining, and repairing mechanical and control equipment, and cleaning equipment and process areas. The Operator 2 will also relieve the Operator 1, overseeing facility operations, identifying issues, making adjustments, and ensuring treatment processes. This relief role includes some nights, weekends, and holidays and earns a higher rate of pay. The position requires performing water quality testing, sample collection, instrumentation calibration, adjusting pumping and chemical rates, and assisting with equipment repair.

Requirements

Completion of a diploma program in water environment technologies or related field from an accredited technical college training program and one year of operational experience at a Class A wastewater treatment facility OR High School diploma or equivalent and three years of operational experience at a Class A wastewater treatment facility.
Valid driver's license.
Certification as a Class D Wastewater Treatment Facility Operator; must obtain a Class C Wastewater Treatment Facility Operator within one year of hire.
Special Boiler Operator's license upon hire; must obtain a 2nd Class C low-pressure Boiler Operator's license within one year of hire.
Knowledge of equipment, facilities, materials, methods, and procedures used in maintenance activities.
Knowledge of the functions and servicing requirements of mechanical equipment and machinery.
Knowledge of computer operations.
Knowledge of basic wastewater processes including physical, chemical, and biological components.
Knowledge of occupational hazards and safety precautions of wastewater treatment plant equipment and processes.
Knowledge of the type and significance of laboratory tests performed in wastewater treatment operations.
Ability to work quickly and efficiently under emergency conditions.
Ability to use standard mechanical tools.
Ability to read meters and gauges correctly.
Ability to operate a variety of plant equipment.
Ability to conduct standard wastewater laboratory tests.

Responsibilities

Monitor and control plant processes by monitoring process control computer data and making adjustments to keep control parameters within normal operating ranges.
Conduct routine inspections of plant operations, buildings, and grounds.
Read gauges and other monitoring equipment and make adjustments to process control parameters.
Start and stop plant equipment during power outages or severe equipment failures.
Make adjustments to plant processes to minimize upset due to equipment failures.
Provide operational assistance as needed or assigned.
Relieve Operator 1s and perform all duties listed for that role, including making operational decisions without direct supervision on unique process systems.
Review technical documents and apply them to plant operations.
Respond to process and equipment failures and communicate decisions and status to other operators and plant staff.
Collect wastewater and sludge samples and perform laboratory tests.
Perform calculations necessary to adjust chemical feed rates.
Record and document issues for diagnosis and resolution by mechanical, electrical, and engineering staff.
Determine equipment repair needs and arrange for repairs.
Perform preventative maintenance on equipment according to a schedule.
Inspect equipment by reading meters and making adjustments.
Report equipment malfunctions.
Assist in troubleshooting and repairing equipment.
Record work activities and parts used with Computer Maintenance Management Software (CMMS).
Assist in maintenance and calibration of plant equipment.
Complete operational projects as assigned.
Clean process areas and equipment to maintain a safe and clean working environment.
Assist in the maintenance of plant buildings and grounds.
Report areas needing maintenance or cleaning.
Assist in training new operators and other plant staff.
Assist in the application of biosolids.
Assist with plant tours.
Advise supervisor on topics within area of expertise.
Perform other duties as assigned or necessary.
