About The Position

The Operations Technology (OT) Cyber Security Technical or Systems Analyst will be part of the OT Cyber Security & CIP Operations team. This team supports three distinct functional areas: Supporting adherence to North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) Standards, establishing and promoting OT cyber security best practices throughout the District, and developing processes and workflows that strengthen both compliance and security. Candidates are not expected to have experience in all three areas. The role is ideal for individuals with a solid foundation in one or more areas, paired with motivation to learn and develop capabilities in the others. This role works collaboratively with teams across Substations, Telecommunications, Energy Supply (generation), Physical Security, Corporate IT Cyber Security, and other Enterprise Technology groups. The ideal candidate is detail oriented, motivated, and eager to expand their knowledge across multiple disciplines. The position provides opportunities for professional development, on the job learning, and gradual expansion of responsibilities aligned with the candidate’s skills and career goals.

  • Obtain and maintain intermediate to advanced technical certification aligned with key business system platform(s) used at the District (for example, SAP, Microsoft Certifications, and Security related best practices) as applicable.

Responsibilities

  • Reviewing and interpreting new and existing NERC CIP standards, writing policies and procedures that ensure compliance, and training system owners on compliance related processes.
  • Data tracking, evidence collection, process documentation, and supporting accurate reporting for regulatory requirements.
  • Supporting security frameworks and roadmaps, participating in risk mitigation efforts, and reviewing OT projects for alignment with cyber security policies and standards.
  • Assisting with the development and maintenance of OT cyber security documentation, governance practices, and design requirements.
  • Supporting technologies such as access control, logging, malware defense, or vulnerability scanning (depending on candidate's skill level).
  • Converting complex operational or compliance processes into documented workflows and translating those workflows into electronic formats within compliance software tools.
  • Ensuring workflows are practical, effective, and supportive of both cyber security and compliance objectives.
  • Analyze, design, develop, configure, maintain, troubleshoot, and provide direction and support for complex systems, applications and databases in support of the District's computing environment.
  • Provide technical architecture recommendations and apply best practices in system design, development, and testing.
  • Collaborate with/advise/coach other ET/Corporate Security and business unit analysts to ensure understanding of business and technical work processes, tools, and best practices.
  • Evaluate, create, document, and test complex system-related interfaces and integration.
  • Maintains efficient and effective management of vendor contract service relationships pertaining to technical services.
  • Provide 24/7 system support, as needed.
  • Lead special task groups, trouble-shooting efforts, and integration and/or improvement project teams (Systems Analyst and above).
  • Lead the development and implementation of training and communications plans/materials (Systems Analyst and above).
  • Proven understanding of key NPPD business unit activities and successful application of ET/Corporate Security technical solution design, development, and responsive customer support and service (Senior Systems Analyst).
  • Work closely with ET/Corporate Security management to oversee and lead resolution of complex technical challenges and new business system initiatives (Senior Systems Analyst).
  • Accountable for other duties as assigned.
