About The Position

The Operations Specialist contributes to the calling of Medical Teams International by coordinating the day-to-day operational readiness of the Rural Access Mobile Health Program (RAMP) so clinical teams can deliver care reliably in rural and frontier communities in Central/Eastern Oregon. This role coordinates and implements readiness protocols for two mobile medical units, the hub office, and the data and logistics systems for recurring clinics.

Requirements

  • Associate degree in operations, logistics, fleet or health administration, or a related field; may substitute equivalent year-for-year experience.
  • Valid driver's license with a clean driving record; ability to obtain any required vehicle-class endorsements.
  • 3 years' experience in operations, logistics, fleet management, or field coordination.
  • Experience coordinating vehicles or equipment and managing data or reporting systems.
  • Knowledge of vehicle operations, maintenance, and DOT compliance.
  • Knowledge of data systems, connectivity, and reporting workflows.

  • Superior organizational, project-management, and multitasking skills.
  • Skilled in Microsoft 365 and fleet or asset-management software.

Responsibilities

  • Oversee operational readiness and maintenance of two mobile medical units and associated program vehicles in collaboration with USP Fleet Manager.
  • Coordinate preventive maintenance, repairs, and inspections, and collaborate with USP Fleet Manager to ensure registration and insurance coverage are kept up-to-date.
  • Maintain vehicle and equipment records, maintenance logs, and operating documentation.
  • Monitor fuel usage, mileage, vehicle condition, and performance metrics.
  • Coordinate roadside assistance and emergency response procedures for fleet-related incidents.
  • Ensure vehicles meet organizational safety standards and applicable transportation regulations.
  • Utilize fleet management software for compliance, reporting, and record-keeping purposes.
  • Coordinate deployment logistics for mobile medical services across multiple counties and communities.
  • Oversee hub operations, including supply and equipment inventory and cold-chain storage infrastructure.
  • Support scheduling and site readiness in coordination with clinical teams and community partners.
  • Ensure the timely transportation and delivery of supplies, equipment, educational materials, and vaccines as required.
  • Identify and resolve operational challenges that could impact service delivery.
  • Develop and maintain operational procedures and workflows to improve efficiency and consistency.
  • Coordinate procurement of program supplies, equipment, technology, personal protective equipment (PPE), and operational resources.
  • Maintain inventory systems for medical and non-medical supplies.
  • Coordinate ordering, receiving, distribution, and storage of supplies.
  • Monitor inventory levels and prevent shortages or disruptions to service.
  • Establish and maintain relationships with fleet vendors and suppliers.
  • Support budget management through cost tracking, purchasing controls, and efficient resource utilization.
  • Promote and maintain a culture of safety throughout program operations.
  • Conduct regular safety inspections of mobile units, equipment, and operational sites.
  • Coordinate corrective actions related to identified hazards and safety concerns.
  • Assist in developing and implementing emergency response, incident reporting, and risk mitigation procedures.
  • Maintain safety equipment and ensure compliance with organizational safety policies.
  • Support implementation of required training related to vehicle safety, workplace safety, and emergency preparedness and coordinate infection-prevention training with clinical leadership.
  • Monitor security practices for vehicles, equipment, confidential information, and staff working in community settings.
  • Implement and monitor applicable operational policies, grant requirements, and established compliance procedures within the position’s assigned scope and promptly escalate suspected noncompliance.
  • Maintain operational records and documentation required for audits, reporting, and regulatory reviews.
  • Track permits, certifications, inspections, and operational compliance requirements.
  • Provide field input into policy and procedure development and implement and monitor approved requirements within RAMP operations.
  • Collaborate with clinical leadership to support compliance related to mobile healthcare operations.
  • Participate in continuous quality improvement initiatives and operational assessments.
  • Maintain operational technology, telecommunications equipment, and mobile clinic infrastructure.
  • Track organizational assets and equipment assigned to mobile units and staff.
  • Coordinate equipment servicing, replacement planning, and lifecycle management.
  • Support troubleshooting and vendor coordination for operational technology systems.
  • Assist the Project Manager and Assistant Project Manager with operational planning and implementation.
  • Prepare reports, dashboards, and operational metrics.
  • Support grant-funded initiatives and program expansion activities.
  • Maintain organized records, contracts, vendor agreements, and operational documentation.
  • Participate in cross-functional meetings and represent operational interests in planning activities.
  • Support safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation, Abuse & Harassment, Child & Vulnerable Adult protection, and harassment-free workplace policies.
  • Incumbents will remain alert and responsive to any child and adult safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child and adult safeguarding policy and procedures, and conduct yourself in a manner consistent with the Safeguarding code of conduct and behavior expectations.
  • Collaborate with US Programs leadership to provide surge support in the event of a domestic disaster, as needed.

Benefits

  • The anticipated hiring range is $64,000–$75,000 USD annually. Final compensation will be based on the selected candidate's qualifications, experience, internal equity, and geographic location.
