General: Provides technical assistance and guidance to Child Care Food Program (CCFP) Contractors, state staff and others regarding the provision of services through the CCFP; reports to the Bureau of Child Care Food Programs in Tallahassee and receives supervision and direction from the Public Health Nutrition Program Manager of the Bureau of Childcare Food Programs; and will be required to complete a certification twice a year stating that all time worked has been on the Child Care Food Program. The incumbent in this position is responsible for the following tasks: Reviews and approves procurement process for catering contracts greater than or equal to $50,000 including amendments, addendums and supporting documentation between any CCFP contractor and CCFP registered caterer for meal services to ensure compliance with both program regulations and federal cost and procurement standards prior to execution of the contract. Responsible for recognizing non-compliant procurement documents and recommending required modifications to materials and processes. Collects renewal of catering contracts annually, reviewing each to ensure compliance with program regulations. Develop procurement resources and training materials. Evaluates and updates current procurement resources including Standard Catering Contract, Procurement Requirements, and online modules. Oversees CCFP caterer registration process and manages caterer license and food service certification tracking. Develop resource materials for caterers and provides assistance with program Develop educational resources and training materials. Selects, develops, or updates and evaluates menu planning, food safety, and other materials pertaining to catered meal service. Writes and reviews reports, correspondence and other written material as required. Responsible for analyzing federal regulation and interpreting purchasing/contract laws and policies established by the USDA and State of Florida to assist CCFP contractors and State agency staff in achieving federal procurement compliance. Also assists with the development of on-site monitoring review forms and procedures for use by state staff and CCFP contractors to ensure program and procurement compliance. Assists in determining and providing quality improvement evaluation of the nutrition services provided by the CCFP. Analyzes nutrition services data from program reviews, sponsor monitoring reviews and other appropriate data sources. Prepares periodic and special reports for program planning and evaluation. Provides technical assistance, consultation, and training to State staff and CCFP contractors regarding the interpretation and use of the data. Performs other related duties and responsibilities as assigned.
