About The Position

Join the Seattle Department of Transportation (SDOT) as an Operations Review Manager in the Street Use division. This role, classified as Manager 3 – Engineering & Plans Review, is crucial for shaping Seattle's streets and ensuring public safety. You will lead the Street Improvement permit, Utility Major permit, and shoring review teams, and manage the landslide mitigation program. This position requires technical expertise, people-centered leadership, and a strong commitment to public service. The Operations Review Manager reports to the Street Use Division Director.

Requirements

  • Registration as a Professional Engineer in the state of Washington or the ability to obtain registration through reciprocity by your start date.
  • Seven (7) or more years of supervisory or management experience.
  • Seven (7) or more years working on technical engineering issues.
  • OR A combination of education and/or training and/or experience, which provides an equivalent background required to perform the work of the class.
  • Current Washington State driver's license or evidence of equivalent mobility.

Responsibilities

  • Lead the Operations Review section, supervising two to three supervisors and strategic advisors, and overseeing approximately 30 professional staff.
  • Align the team with the department's mission and vision, fostering a collaborative culture with shared goals.
  • Set annual work plans, establish priorities, and define deadlines across all groups within the section.
  • Participate actively in Street Use management and leadership teams.
  • Develop, implement, and evaluate policies to protect public assets and maintain safe access around private development and utility construction sites.
  • Serve as a technical expert on sensitive and high-profile issues, providing clear recommendations grounded in engineering knowledge.
  • Engage directly with the public and elected officials on complex, visible projects.
  • Oversee day-to-day operations, including space planning, materials, maintenance, and staff training, to ensure programs run smoothly and efficiently.
  • Manage the Street Use Operations Section budget, including building systems to track, invoice, and recover permit review and right-of-way revenues.
  • Support engineering assessments for the landslide mitigation program during significant landslide events.
  • Lead on personnel matters, applying City and department policies and resolving issues with fairness and consistency.
  • Champion goals related to diversity, equity, and social justice.
