About The Position

Blackrock Strategy is seeking an experienced Operations Research/Systems Analyst (ORSA) to provide advanced analytical and data science support to Task Force RAPTR technology experimentation and assessment activities. This position serves as an analytical lead for complex experimentation efforts, with emphasis on operations research, experimental design, statistical analysis, modeling and simulation, and development of Measures of Effectiveness (MOEs) and Measures of Performance (MOPs). The ORSA will help translate operational problems and capability gaps into measurable experimentation objectives and defensible analytical frameworks. Working across operational, engineering, intelligence, acquisition, and analytical communities, this position supports rigorous technology evaluation and evidence-based investment, transition, and fielding decisions within the Buy-Try-Decide framework. The ideal candidate brings advanced quantitative expertise, strong understanding of DoD operational problems and experimentation, and the ability to translate complex data into actionable findings for Government stakeholders and senior leaders.

Requirements

  • U.S. Citizenship required
  • Active TS/SCI security clearance
  • Bachelor’s degree in Operations Research, Statistics, Mathematics, Data Science, Computer Science, Industrial/Systems Engineering, or a related analytical field
  • Minimum 8 years of progressive experience in operations research, data analysis, statistical modeling and simulation, data science, or a related analytical field
  • Demonstrated expertise in advanced analytical methods, statistical techniques, experimental design, and data analysis
  • Experience translating operational problems, requirements, or capability gaps into measurable objectives, metrics, and evaluation criteria
  • Experience developing or applying MOEs, MOPs, performance metrics, or comparable analytical frameworks
  • Proficiency with Python, R, SAS, SPSS, JMP, MATLAB, or similar statistical and analytical tools
  • Experience with data visualization, database management, SQL, or related data-analysis technologies
  • Strong analytical, technical writing, communication, and stakeholder-coordination skills
  • Ability to support field experimentation, test ranges, and operational environments

Nice To Haves

  • Master’s degree or Ph.D. in Operations Research, Statistics, Mathematics, Data Science, Industrial/Systems Engineering, or a related analytical discipline
  • Professional certification or advanced training in operations research, data science, statistical analysis, modeling and simulation, or intelligence analysis
  • Experience supporting DoD experimentation, operational assessment, test and evaluation, rapid prototyping, or technology-transition programs
  • Experience supporting Combatant Commands, Military Services, DoD research organizations, test organizations, or operational units
  • Experience with modeling and simulation, optimization, hypothesis testing, causal inference, predictive analytics, or machine learning
  • Experience with Tableau, Power BI, or similar data-visualization tools
  • Experience analyzing technologies involving electromagnetic spectrum operations, cybersecurity, unmanned/autonomous systems, radar, acoustic sensors, communications, or IT systems
  • Familiarity with threat analysis, red teaming, intelligence production, or threat-informed experimentation

Responsibilities

  • Design and apply analytical frameworks and experimentation methodologies that translate operational problems, capability gaps, and Critical Operational Issues (COIs) into measurable experimentation objectives.
  • Develop Measures of Effectiveness (MOEs), Measures of Performance (MOPs), metrics, evaluation criteria, and data-collection approaches for technology demonstrations and experimentation events.
  • Conduct advanced quantitative and qualitative analysis of experimentation data using statistical methods, operations research, modeling and simulation, data science, and other analytical techniques.
  • Evaluate technology performance, effectiveness, suitability, survivability, and operational relevance to support evidence-based technology investment and fielding decisions.
  • Develop analytical models, tools, visualizations, and decision-support products that communicate complex experimentation results to technical and nontechnical stakeholders.
  • Provide analytical quality assurance for Body of Evidence (BoE) products, including peer review, methodology validation, traceability, and statistical rigor.
  • Apply AI/ML, predictive analytics, and other advanced analytical techniques to improve experimentation methodologies and address complex technical and operational problems.
  • Integrate analytical findings across multiple experimentation events, technologies, and data sources to identify trends, performance gaps, limitations, and operational implications.
  • Coordinate with Combatant Commands, Military Services, Government organizations, industry, academia, and other mission partners on analytical methodologies, data requirements, and experimentation activities.
  • Provide analytical expertise and mentorship across multidisciplinary assessment and Cross-Functional Analysis Teams (CFATs) and support continuous improvement of Task Force RAPTR experimentation and assessment methodologies.
