About The Position

The Operations Manager is responsible for overseeing day-to-day operational activities within the Fresno office while providing leadership, coaching, and operational support to supervisors and operational staff. This position serves as the primary onsite operational leader and acts as a key liaison between executive leadership, health plan partners, providers, and internal departments. The Operations Manager drives operational performance, ensures compliance with applicable regulations and organizational requirements, supports continuous process improvement initiatives, and promotes a culture of accountability, collaboration, and service excellence.

Requirements

  • Bachelor’s degree in Healthcare Administration, Business Administration, Public Health, or a related field preferred. Equivalent combination of education and experience may be considered.
  • Minimum 5 years of healthcare operations experience.
  • Minimum 2-3 years of leadership experience.
  • Experience within managed care, MSO, IPA, Medicare Advantage, or Medi-Cal preferred.
  • Knowledge of healthcare regulations and compliance requirements.
  • Strong leadership and relationship-building skills.
  • Excellent communication and problem-solving abilities.

Responsibilities

  • Provide onsite leadership and support to Fresno operational teams.
  • Provides leadership, coaching, and operational support to Fresno supervisors and department leaders in partnership with their respective managers and department leaders, while maintaining clear functional reporting relationships.
  • Monitor overall Fresno site performance, operational KPIs, staffing capacity, service delivery, and cross-functional workflows, partnering with department leaders to address performance gaps.
  • Identify operational issues and implement corrective action plans.
  • Promote accountability, consistency, and service excellence.
  • Serve as the primary operational point of contact in Fresno.
  • Participate in health plan meetings and operational workgroups to support Fresno’s overall health plan relationships, address cross-departmental health plan issues, advance site-level initiatives, monitor operational action items, and coordinate resolution of escalated issues across departments.
  • Represent the Fresno office with health plans, providers, and community partners.
  • Track action items and ensure timely follow-up on operational commitments.
  • Support implementation of health plan initiatives and requirements.
  • Support and promote compliance with CMS, DHCS, DMHC, HIPAA, and organizational requirements within Fresno operations.
  • Support audits, corrective action plans, and compliance monitoring activities.
  • Maintain awareness of regulatory changes affecting operations.
  • Provide coaching and mentoring to supervisors and staff and support performance management in collaboration with department leadership and Human Resources.
  • Assist with employee engagement and retention efforts.
  • Support recruitment, onboarding, and training initiatives.
  • Develop succession planning opportunities for supervisory staff.
  • Analyze performance metrics and workflow trends.
  • Recommend and implement process improvements.
  • Collaborate with leadership on operational initiatives and strategic goals.
  • Support cross-functional projects and implementations.
  • Coordinate operational activities across Fresno departments and ensure appropriate communication and collaboration between functional areas.
  • Identify and escalate site-level staffing, workflow, facility, technology, and resource needs.
  • Serve as the onsite escalation point for operational issues that cross departmental boundaries.
  • Ensure organizational policies, procedures, and leadership directives are consistently implemented across the Fresno location.
  • Partner with department leaders to establish consistent operational standards and resolve barriers impacting service delivery.
  • Provide regular updates to executive leadership regarding Fresno operations, performance, staffing, risks, and emerging issues.
  • Maintain a consistent onsite leadership presence and serve as a resource for supervisors and department leaders in addressing operational needs, barriers, and escalations.
