About The Position

Performs professional work directing Public Works Operations, Streets, Sidewalks, Stormwater, and Fleet staff to ensure that stormwater management services, roadway infrastructure and City Fleet Maintenance are provided to protect the public health, property and the environment and comply with regulatory requirements, and respond to the needs of the citizens of the City of Oviedo. Coordinates efforts with and provides assistance to the Public Works Director and the Assistant Public Works Director - Operations. Work is performed under the general direction of the Public Works Director and the Assistant Public Works Director - Operations, but incumbent exercises final decision-making responsibility in routine matters. Serves as one of the Public Works Department senior level leaders. Directs day-to-day Public Works Operations’ functions, managing and providing guidance to supervisors and staff activities in accordance with City goals and objectives. Develops emergency procedures and serves as Public Works’ essential storm and emergency response field manager. Communicates with Utility staff to ensure coordination of Department material and personnel resources for regular maintenance activities and in-house construction projects. Ensures Division Supervisors and Crew Leaders are trained in City budget, purchasing and personnel policy and that they are responsible for the performance of their related staff. Develops division policies and procedures for infrastructure consisting of Streets, Sidewalks, Stormwater Operations and Fleet. Advises Public Works Director and Assistant Directors, City Management and general public through meetings, discussion reports, memorandums, and public hearings. Prepares ordinances and resolutions for Council action as needed. Resolves operations related problems through investigations, discussions, and evaluations. Reviews division and applicable department operations through meetings with key staff members and approves changes as necessary. Participates in the development, management, and inspection of various capital improvement projects. Coordinates capital improvement projects with senior management, staff engineers and/or consultants by attending meetings and commenting on reports. Provides oversite to the Fleet Maintenance Division. Coordinates with the Fleet Maintenance Supervisor to ensure Department and City Fleet vehicle units and equipment are maintained efficiently and meet resource requirements. Coordinates with other City Departments in Signature City Events to ensure safety and support staff for participants and spectators as needed. Manages operational contractor services and contracts. Reviews and approves pay requests, invoices and purchase orders for major Operations’ items. Inspects in-house construction activity through site visits. Ensures quarterly performance measures related to the Public Works Operations’ Division are completed on time. Develops and monitors the Operations’ Division’s budgets in conjunction with division supervisors, including reviewing monthly financial statements. Responsible for various personnel matters including hiring, discipline, training and development, performance appraisals, and related activities. Assures the streets, sidewalks, stormwater, non-signalized pedestrian crossings and Fleet programs are compliant with current applicable regulations and plan for future changes in regulations. Discusses matters of common interest and jurisdictional concerns with management in negotiating inter-local agreements. Subject to emergency call-out during off-duty hours and on weekends as required. Serves as essential personnel on the City’s Emergency Management Team during periods of declared emergencies. Performs other duties of a comparable level as assigned.

Requirements

  • Bachelor’s Degree in Civil or Environmental Engineering, Construction Management or equivalent training
  • six years of technical experience in Public Works related, stormwater, streets, sidewalks and emergency response
  • three of the six years in management
  • Florida State driver license is required.
  • Comprehensive knowledge of the principles of Public Works maintenance planning and design; sidewalk, roadway and stormwater maintenance and construction.
  • Knowledge in office methods, procedures, equipment and computer applications such as Windows, Word, Excel, PowerPoint and Access programs
  • excellent public speaking skills.
  • Knowledge of project management and scheduling.
  • Ability to formulate comprehensive operational policies.
  • Ability to prepare technical reports.
  • Ability to supervise the work of subordinate staff.
  • Ability to establish and maintain effective working relationships with department senior management, other department directors, government officials, associates, contractors and the general public.
  • Proficient with the practical application of business mathematics including multiplication, division, fractions, percentages, ratios, proportions, and measurement.

  • Special preference will be given for stormwater and/or roadway certifications.
