About The Position

The Parking and Transit Operations Manager is an integral position within Penn Transportation, Parking, & Commuter Services. Reporting to Assistant Director of Parking Operations, this position is responsible for managerial oversight of Parking Supervisors, operations scheduling, quality assurance, policy enforcement, and incidence response. The Transit and Parking Operations Manager is cross-trained and responsible for managerial oversight at Penn Transit, as needed, including dispatch management, incident response, and route supervision. The Parking and Transit Operations Manager recommends cross departmental equipment improvements, policy changes, equipment upgrades, and replacements, participates in annual goals, technology assessments, and associated project management. This position provides direct supervision to on-shift Supervisors and indirect supervision to staff represented by two independent collective bargaining agreements. Supervision of student and temporary employees is possible as conditions warrant.

Requirements

  • B.S. or B.A. required, along with 2-3 years of experience, or equivalent combination of education and experience.
  • Experience scheduling, managing, and developing operations staff, preferably in a unionized environment, is required.
  • Proficiency in Microsoft Word, Excel, and Outlook.
  • Demonstrated operational oversight experience in a complex, fast-paced customer service operation.
  • Previous experience managing facility maintenance or renovation.
  • Prior experience in accident/incident documentation and reporting.
  • Demonstrated experience leading and planning parking for special events.
  • Solid organizational, IT, and problem-solving skills.
  • Strong interpersonal and written communication skills.
  • Must hold a valid U.S. driver's license from state of residence.

Nice To Haves

  • Experience with Amano and AIMS parking systems and/or TripShot dispatching software preferred.
  • Class B CDL license preferred.

Responsibilities

  • Manage all aspects of daily field operations for parking and transit services while on-shift.
  • Provide escalated customer response as-needed.
  • Directly manage Parking Operations Supervisors while indirectly managing on-shift front-line union employees.
  • Supervision of student and temporary employees is possible as conditions warrant.
  • Serve as lead Operations Manager for Transit Services, as needed.
  • Maintain revenue control through careful monitoring of facility entrance and exit, including but not limited to closing garages as-needed to maintain acceptable space reservation for permit-holders and driving transient business into low-occupancy locations.
  • Oversee multi-week scheduling for Parking Attendants and Hard Surface Custodians ensuring adequate coverage.
  • Collaborate with colleagues for staffing needs to provide operational support for all locations, which may vary from week-to-week.
  • Coordinate overtime coverage, monitor staff call-outs and changes, while following CBA requirements.
  • Serve as back-up time-keeper for Parking Services and reconcile timesheets, investigate discrepancies, and provide progressive discipline to employees where associated time reporting appears to contradict University policy and/or collective bargaining agreements.
  • Represent Transportation and Parking at major event planning meetings (including but not limited to Penn Relays, Commencement, student move-in, and student-move-out).
  • Execute planning and staffing for special events.
  • Provide post-event demographic reports and lead after-action discussions.
  • Understand all aspects of the respective collective bargaining agreements.
  • Minimize risk of University default to the collective bargaining agreements.
  • Respond to, investigate, and report all incidents involving parking equipment, facilities, transit drivers, and transit assets.
  • Response may include photo documentation, completion of risk management reports, or representing Transportation, Parking, and Commuter Services with Penn Police or other municipal authorities.
  • Assist in the adjudication of parking enforcement appeals.
  • Manage all aspects of the parking enforcement program including daily monitoring of citations issued, data management and clean-up, and escalation of enforcement themes.
  • Administer the Road Observation Program for Penn Shuttle Services.
  • Perform observations for all shuttle drivers as needed.
  • Review the evaluation results with Associate Director of Transit Operations.
  • Perform observations of drivers as they perform their duties in the field and layover in their standby locations.
