Rivet Operations Company “Rivet” has an opening for an Operations Manager (Emergency Management) to join our rapidly growing team in San Diego, CA. The Operations Manager will support the Naval Information Warfare Systems Command by providing command operations professional support services. Rivet is a leader in physical and cyber security, financial management, logistics, and facilities management.

  • Must demonstrate knowledge of security classification methods, concepts, eligibility for access to classified or sensitive information and the process for granting personnel security clearances/accesses, and knowledge of commonly applied security principles, concepts, and methodologies in carrying out information, personnel, and physical security programs related to the protection of SCI.
  • Specialist should have knowledge of the methods of performing such duties as conducting inspections and investigations, collecting and analyzing information, etc., and skill in weighing the impact of variables such as critical personnel qualifications, variations in building construction characteristics, access and entry restrictions, equipment availability, and other issues that influence the course of actions taken in resolving security questions and issues.
  • Position requires applicant to be a US Citizen and able to obtain the required security clearance for the position.

Responsibilities

  • Develop, maintain, test, and exercise the annual Continuity of Operations/Continuity of Business Plan, ensuring alignment with Command and NAVWAR business-unit mission-essential functions and current component-level plans.
  • Maintain mustering/reporting training guidance and coordinate and conduct annual continuity exercise training across all NAVWAR components, integrating efforts through recurring meetings with component representatives.
  • Manage the Department Operations Center (DOC) and equipment, maintain DOC SOPs, deliver Emergency Management training, provide data-call input, and ensure personnel are evacuated and accounted for during emergencies (primarily via remote means).
  • Schedule and facilitate monthly, quarterly, and annual meetings; prepare read-aheads, minutes, and historical files; and coordinate with outside Emergency Management entities, service providers, and customers.
  • Support Safety/OSH operations for OSHA compliance: conduct safety inspections and investigations, perform ergonomic risk assessments per OPNAVINST 5100.23(series) Ch. 23, deliver employee training, and complete Collateral Duty Safety Specialist training per OPNAVINST 5100.23H.
  • Document and process safety actions—letters, memos, and instruction revisions—and enter investigation and abatement data into ESAMS, RMI, and the NAVWAR Facilities Trouble Ticket (NFTT) system.
  • Track Safety and Emergency Management trouble tickets and taskers (DON Tracker) cradle-to-grave; provide weekly ESAMS/RMI/NFTT reports, status updates, and monthly trend analyses; and support the OSH Manager with ETMS2/COMNAVSAFCOM data calls and the annual OSHA 300 Log.
  • Conduct daily facility walks and verify service desk resolution, respond to business interruptions to restore operations, support continuous improvement, and maintain compliance with Operational Security, Information Assurance, and Foreign Disclosure requirements.
