About The Position

Parsons is looking for an Operations Lead to join their team. This role will assist with the delivery of comprehensive Training and Range Support Program services to the Army National Guard (ARNG) in support of the National Guard Bureau (NGB). This position combines military training expertise with innovative program management.

Requirements

  • Bachelor’s degree in business management is preferred.
  • Minimum of five (5) years’ experience in the RTLP and ITAM Programs.
  • Experience in Planning, Programming, Budgeting, and Execution System (PPBES), Training Program Evaluation Group (TT-PEG) processes and procedures, and Army’s Sustainable Range Program (SRP), including Range Complex Master Planning (RCMP) processes.
  • Experience in Army’s Soldier Training Support Program (STSP).
  • Experience and Knowledge of fielded TADSS equipment and the TS-MATS system.
  • Proficient in all Microsoft Office Suite of Applications.
  • Proof of US citizenship or US permanent residency.
  • Must be able to pass all security requirements IAW military installation Provost Marshall’s Policy in order to gain access to the installation.
  • Valid State Driver’s License, maintain Installation driving privileges.

Nice To Haves

  • Interservice Range Safety Course Certification is preferred.
  • Army Master Gunner Certification for Abrams, Bradely or Stryker Variants is preferred.
  • Familiarity with Synthetic Training Environment (STE), One World Terrain (OWT), and Range Targetry programs.

Responsibilities

  • Oversee non-personal services for the Soldier Training Support Program (STSP) and Sustainable Range Program (SRP), focusing on Training Support Centers (TSCs), Training Aids, Devices, Simulators, and Simulations (TADSS), Regional Virtual Training Program (RVTP), and Senior Training Instructors (STIs) Training ARNG unit leaders on Simulators and TADSS.
  • Ensure mission-critical training readiness for ARNG Soldiers.
  • Support logistical operations, data-driven decision-making, operator certifications, and sustainable range programs.
  • Provide analytical expertise to the ARNG Training Support and Range Support Programs.
  • Assist in the execution of all tasks including Training Center Support, TADSS Data Analysis, Regional Virtual Training, and Sustainable Range Program.
  • Ensure compliance with ARNG/FAR policies and deliverables such as Monthly Status Reports, Quarterly Newsletters, and Trip Reports.
  • Oversee a distributed team across TSCs, developing staffing, recruitment, retention, and knowledge transfer strategies, ensuring OASIS+ labor compliance.
  • Use TS-MATS for data analysis, utilization tracking, and ARNG recommendations (e.g., LFTIS, RCMPs, budgets), and coordinate program reviews.
  • Monitor metrics, identify and mitigate risks (e.g., downtime, non-compliance), and uphold standards (OSHA, EPA, Section 508).
  • Manage material and travel funding within NTE limits.
  • Act as primary liaison with ARNG-TRS, TPO-Ranges, and DoD.
  • Attend meetings, workshops, and exercises (e.g., CRX, DIV CPX, Northern Strike collective training events) for recommendations and surge support.
  • Drive efficient TADSS operations, virtual certifications, and range initiatives.
  • Develop policies, procedures, and POIs for government review.
